Monthly Security Situation Overview of Myanmar (November 2025)


According to the security public opinion report released by Hanwei International, a total of 83 representative security incidents of various types were recorded in Myanmar in November 2025, 25 fewer than those in October. These incidents resulted in 54 deaths and 136 injuries. Among the categorized security incidents, armed conflicts and shootings accounted for the majority. Most incidents occurred in Shan State, Mandalay Region, and other areas (for detailed data analysis, please refer to the Myanmar November Risk Monthly Report).

Hanwei International Analysis

Hanwei International analyzes that Myanmar’s general election is in full swing with the multi-party democratic election progressing in an orderly manner. However, various forces are still waiting for opportunities to act, and the future situation of Myanmar remains uncertain. Statistics show that the number of security incidents, as well as the death toll and injury count, decreased compared with the previous month. This is mainly because the reduction in the number of security incidents led to fewer casualties.

Engagement in Cooperation and Exchanges with Multiple Countries

The opening ceremony of the 3rd Myanmar-Russia Maritime Security Exercise was held at the Naval Training Headquarters on November 12. Attendees included the Chief of Staff of Myanmar’s Defense Services, the Deputy Commander-in-Chief of the Russian Navy, the Russian Military Attaché to Myanmar, as well as military attachés of China, India, Cambodia, Indonesia, Laos, the Philippines, Thailand, Vietnam, Bangladesh, and Pakistan, who were invited as observers.
On November 14, a ministerial meeting on joint combating transnational telecom and online fraud crimes was held by China, Cambodia, Laos, Myanmar, Thailand, and Vietnam. The six countries conducted in-depth exchanges of views on further joint efforts to crack down on transnational telecom and online fraud crimes and reached a series of consensus.

Strictly Ensuring the Smooth Conduct of the General Election

On November 3, the Press Release Group of the Defense and Security Council issued a statement saying that legal proceedings had been initiated against 7 individuals who conducted interfering, obstructing, and sabotaging activities intended to undermine the multi-party democratic general election in accordance with the Law for Protecting Multi-party Democratic General Elections from Interference.
As the upcoming general election draws near, inspections along the Yangon-Mandalay Expressway have been tightened, with more rigorous checks on identity cards. Those who have lost their identity cards are required to present a certificate issued by the police station.
On October 29, Myanmar’s Union Election Commission announced that international media would be allowed to cover the upcoming general election.

Vigorously Promoting Economic Development

At a consultation meeting with members of the Chinese Chamber of Commerce on November 8, Director General Daw Kyi Thet Mu of the Trade Department stated that new trade routes had been opened up to continuously accelerate the progress of relevant work.
From November 23 to 27, Ambassador U Min Tun, Permanent Representative of Myanmar, attended the 21st Session of the General Assembly and the "2025 Global Industry Summit".
The Yangon Region Investment Commission recently reviewed and approved 8 new foreign-invested projects with a total investment of approximately 12.4 million US dollars, which are expected to create over 6,700 local jobs.

Severely Cracking Down on Telecom and Online Fraud

On November 2, after Myanmar’s military forces occupied the KK Park fraud center located in the southern part of Myawaddy Township, Kayin State, on the Myanmar-Thailand border, demolition work on 148 buildings in the area began, with up to four demolition operations per day.
From January 30 to November 5, 2025, a total of 10,762 foreign nationals who illegally entered Myanmar were successfully investigated and detained. Among them, 9,403 have been deported and repatriated to their respective countries through Thailand in accordance with legal procedures.

Occurrence of Armed Conflicts Still Continues

On November 2, near Hpayan Village, Pekhon Township, southern Shan State, Myanmar’s military forces dispatched additional troops to advance, resulting in casualties on the military side.
Starting from November 15, villages along the Pathein-Monywa Highway in Pale Township have been engulfed in armed conflicts accompanied by airstrikes.
On November 30, a column of approximately 200 soldiers clashed while advancing towards Ohnge Village in eastern Mogok Township, Mandalay Region, near Mongmit Township in northern Shan State.
Dr. Waw Waw Maw, Minister of Investment and Foreign Economic Relations of Myanmar, stated that Myanmar will accept investments in Renminbi, a currency that is increasingly strengthening in the international monetary market, and relevant work is currently being implemented. Going forward, Chinese investors will also be allowed to use Renminbi for investment.

Myanmar’s domestic situation is unstable, with unsmooth trade routes and high transportation costs. There are certain difficulties in repatriating investment proceeds, and there are many uncertain factors. Therefore, investment in Myanmar needs to be conducted with caution.
