This issue summarizes the dynamics of security intelligence information in various regions around the world from February 17th to 23rd, 2025. According to the security risk assessment, the security levels of various regions are as shown on the global risk map. Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, Israel and other regions are classified as extremely high-risk areas. During this period, armed conflicts, terrorist attacks and other security incidents occurred frequently in these regions. Chinese-funded enterprises stationed abroad need to enhance their own security precautions. This information is only for internal risk assessment purposes of our company.
The Middle East region
(1) Iraq
Seven Islamic State militants were killed. On February 12th, Iraqi security forces launched air strikes against the hideout sites of the extremist group "Islamic State" militants in Kirkuk Province in the north and Anbar Province in the west. A total of seven militants were killed and a large amount of weapons, equipment and other supplies were seized.
(2) Palestine and Israel
The conflict between Palestine and Israel has claimed 48,200 lives in Palestine. On February 13th, the health department of the Gaza Strip issued a statement saying that the military operation carried out by the Israeli army in the Gaza Strip over the past 24 hours has caused 17 Palestinians to die and 2 to be injured. As of that day, since the outbreak of the new round of the Israeli-Palestinian conflict, the military operations of the Israeli army in the Gaza Strip have caused 48,239 Palestinians to die and 111,676 to be injured.
(3) Lebanon
The southern town was attacked by the Israeli army. On February 12th, the town of Hula in southern Lebanon was attacked by the Israel Defense Forces and a large-scale explosion occurred. At present, there are no reports on casualties or property damage.
One person was injured in an attack on a UNIFIL convoy. On February 14th, a convoy carrying UN peacekeepers was attacked on its way to Beirut Airport, the capital of Lebanon, resulting in injuries to the deputy commander of UNIFIL and the burning of vehicles. After the incident, UNIFIL demanded that the Lebanese government launch a comprehensive investigation and bring all those involved to justice. Lebanese President Aoun said that the perpetrator would be severely punished.

(4) Libya
The minister of the capital Tripoli was assassinated and injured. On February 12th, Adel Juma, the State Minister for Cabinet Affairs of the Government of National Unity of Libya, was assassinated and injured in the capital Tripoli. On that day, the vehicle that Zhu Ma was in was continuously shot at by unidentified armed personnel on the southern expressway of the capital. At present, security agencies have launched an investigation into this matter.
The Asia-Pacific region
(1) Afghanistan
Two suicide bombings left six people dead and ten injured. On February 11th, a suicide bomb attack occurred outside a branch of Kabul Bank in Kunduz Province, northern Afghanistan, killing at least five people and injuring seven others. On that day, an attacker carrying an improvised explosive device detonated his bomb vest in the crowd in front of the bank. After the incident, the extremist group "Islamic State" claimed responsibility for it. On February 13th, a suicide bombing attack occurred outside the Ministry of Urban Development and Housing building in the capital Kabul, resulting in one death and three injuries. On that day, a suicide attacker attempted to break into the building. After being intercepted by security personnel, the attacker detonated the bomb on his body. So far, no organization or individual has claimed responsibility for this attack.

Four people were injured in an attack on a mosque in Samangan Province. On February 14th, a mosque in Aibak City, Samangan Province, northern Afghanistan, was attacked by grenades, leaving at least four people injured. This attack originated from a personal grudge. The attacker has been detained and the relevant investigation is still ongoing.
(2) Pakistan
A roadside bomb attack in Balochistan Province killed 11 people and injured 6. On February 14th, a commuter vehicle carrying coal miners of the Sherbaz Company in Pakistan was attacked by a roadside improvised bomb in the Herne area of Balochistan Province in southwestern Pakistan, resulting in 11 deaths and 6 injuries. So far, no organization or individual has claimed responsibility for this attack.
(3) South Korea
The knife attack in Daejeon resulted in one death and one injury. On February 10th, a knife attack occurred at a primary school in Guanju-dong, Seo-gu, Daejeon City, South Korea, resulting in one death and one injury. On that day, a female teacher in her forties stabbed an 8-year-old female student to death with a knife and then stabbed herself in an attempt to commit suicide. It is learned that the suspect was on unpaid leave due to depression and other issues and was reinstated at the end of last year.
(4) Malaysia
One person was injured in a shooting incident in Selangor. On February 10th, a shooting incident occurred at a gold jewelry store in Selangor, Malaysia, leaving one person injured. At present, the gunman is at large.
(V) Myanmar
A group of victims of fraud were rescued. On February 12th, the Myanmar military rescued 261 victims in the Myawaddy fraud complex. This batch of victims has been handed over to Thailand for them to handle matters such as returning home. In addition, the Myanmar military has arrested 29 suspects involved in online fraud in Dachili Town, Shan State in the east, and seized a large number of tools used in the crime, including computers, mobile phones and vehicles.
(6) Laos
our people were killed in a fire at a Chinese shop in Udomxay Province. On February 14th, an explosion occurred at a Chinese store in Oudomxay Province, Laos, resulting in the deaths of four people, including Chinese citizens. At present, the fire has been brought under control and the cause of the incident is under investigation.
(7) India
The stampede at the Capital Railway Station has claimed 15 lives.At least 15 people were killed in a stampede at a railway station in the Indian capital of New Delhi on February 15.
The African region
(1) Nigeria
Kidnapping risk warning. On February 11th, according to the monitoring report of the security officer of Hanwei International stationed in West Africa, armed bandits in Nigeria planned to kidnap foreigners in Chikun, Sheppi, Kabama, Nafako and other places in Kaduna State of the country in the near future. In this regard, it is reminded that Chinese citizens in Nigeria should not travel to the above-mentioned areas. Chinese citizens already in those areas are advised to avoid unnecessary travel as much as possible.
(2) South Africa
A traffic accident in Limpopo Province has resulted in 13 deaths and 3 injuries. On February 10th, media reports said that a two-vehicle collision occurred in Limpopo Province in northern South Africa on the 9th, resulting in 13 deaths and 3 serious injuries. On that day, a minibus collided head-on with a pickup truck on a road near Hudespret in the province and then caught fire. At present, the cause of the accident is under investigation.
(3) Democratic Republic of the Congo
A village in Ituri Province was attacked, resulting in 52 deaths and 8 injuries. On February 12th, several villages in Ituri Province of the Democratic Republic of the Congo were attacked by the anti-government armed group of the Congolese Development Cooperation Organization (CODECO), resulting in 52 civilian deaths, 8 injuries and the burning of 30 houses.

Armed conflicts continue in the east. From February 10th to 15th, armed conflicts between the Congolese (DRC) government forces and the anti-government armed organization "M23 Movement" continued to break out in North Kivu and South Kivu provinces. The situation in eastern Congo (DRC) further deteriorated, causing a large number of civilian casualties and displacement.
(4) Cameroon
Four people were killed in an attack on a village in the Far North Region. On February 11th, a village in the far North region of Cameroon was attacked by Boko Haram militants, resulting in 4 deaths and multiple injuries.

The cholera epidemic has claimed 108 lives. On February 11th, statistics from the Angolan Ministry of Health showed that since the outbreak of cholera at the beginning of this year, 3,147 confirmed cases and 108 deaths have been reported. Among them, nearly half of the confirmed cases occurred in the capital Luanda.
(6) Sudan
Armed conflicts continue. Among them, the two conflicting sides engaged in a fierce battle for control of Fahir, the capital of North Darfur. In addition, the two sides also engaged in fierce exchanges of fire at the Zamzam refugee camp in North Darfur State, causing a large number of casualties. Up to now, the conflict has caused nearly 30,000 deaths and displaced 16 million people.
Europe and America
(1) The United States
One person was killed in a shooting incident in Washington D.C. On February 11th, a shooting incident occurred at Union Station in Washington, D.C. in the eastern United States, resulting in one death. The attacker is currently at large.
(2) Ukraine
The armed conflict between Russia and Ukraine continues. From February 10th to 16th, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian armed forces have carried out cluster strikes on Ukraine's energy facilities, military airports, and drone storage and assembly sites using land-based, air-based and sea-based high-precision long-range weapons and attack drones. It consolidated the positions in Kharkiv Oblast, Donetsk and Luhansk, and controlled six settlements including Yasenovye in the Donetsk region. Intercepted multiple "Himars" rockets, aviation bombs and over 800 drones of the Ukrainian army. A grenade explosion in Grenoble injured 12 people. On February 12th, a grenade explosion occurred in a bar in Grenoble, southeastern France, injuring at least 12 people. That night, a suspect threw a grenade at a customer in the bar and fled. At present, the case is under investigation and the prosecution has ruled out the possibility of a terrorist attack.
(4) Ecuador
Four shooting incidents resulted in three deaths and three injuries. On February 11th, two shooting incidents occurred respectively on 35th Street and Sedanala Street in Guayaquil, Ecuador, resulting in one death and two injuries. On the same day, a shooting incident occurred on 14th Street in the center of Manta, resulting in one death and one injury. On February 12th, a shooting incident occurred in the Manta El Palmar community of Manabi Province, Ecuador, resulting in the death of one man.
(V) Ireland
Three people were injured in a knife attack in Dublin. On February 10th, media reports said that a knife attack occurred in Dublin, the capital of Ireland, on the 9th, leaving three people injured. On that day, a man slashed pedestrians on several streets in the Staunbat area in the north of Dublin. At present, the perpetrator has been detained and the police are conducting an in-depth investigation into the matter.
(6) Austria
A knife attack in the state of Kernten left one dead and four injured. On February 15th, a knife attack occurred in the city of Filach, Knecht, Austria, resulting in one death and four injuries. On that day, a man stabbed passers-by fiercely near the main square in the city center, resulting in multiple casualties. Afterwards, a driver knocked down the attacker and the police arrested him. The attacker was Syrian. The motive for this attack is still unclear.
(7) Russia
Saratov Oblast was hit by a drone attack. On February 11th, industrial facilities in the cities of Saratov and Engels in the Saratov Oblast of Russia were attacked by Ukrainian drones, causing an explosion and fire at a refinery in Engels. There are no reports of casualties for the time being. The Russian Defense Ministry said that the Russian air defense forces destroyed 18 incoming drones over the state on that day.
(8) Germany
A vehicle rammed into a crowd in Munich, resulting in 2 deaths and 37 injuries. On February 13th, a car rammed into a group of striking people in the center of Munich, Germany, resulting in 2 deaths and 37 injuries. On that day, a 24-year-old Afghan driver overtook a police car at the end of the parade and accelerated towards the crowd, resulting in dozens of casualties. At present, the perpetrator has been arrested and the relevant investigation is underway.

(1) Somalia
The sailing ship was suspected to have been hijacked by pirates. On February 10th, the Atlanta operation force of the European Union, which combats Somali pirates, said that a single-masted sailboat flying the Yemeni flag was suspected of being hijacked by pirates in the waters near the Somali El region of the Horn of Africa on the 8th. The pirates stole some personal belongings of the crew members and two small boats and then abandoned the ship and left. Twelve crew members are safe.
(2) Indonesia
The speedboat capsized, resulting in 4 deaths and 3 people missing. There were a total of 51 people on the ship, and 44 were rescued.
(3) South Korea
A fishing boat capsized in the waters off South Jeolla Province, resulting in four deaths. On February 9th, the large South Korean trawler "No. 22 Seogyeong" carrying 14 crew members sank in the waters near Yeosu City, South Jeolla Province, due to bad weather, resulting in 4 deaths, 5 missing and 5 rescued. This is the second fishing boat sinking accident that has occurred in South Korea since February.
