According to the security risk assessment, the security levels of various regions are shown on the global risk map. Regions including Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, and Venezuela are classified as Extreme High-Risk Areas. During this period, security incidents such as armed conflicts and terrorist attacks occur frequently in these regions. Chinese-funded enterprises stationed abroad shall enhance their own security precautions.

Middle East

(I) Syria

U.S. forces target ISIS. On February 4, U.S. Central Command stated that between January 27 and February 2, U.S. forces conducted five strikes against multiple targets of the extremist organization Islamic State (ISIS) in Syria, killing or capturing a number of ISIS terrorists. The targets included a weapons storage facility holding 50 precision-guided munitions.


(II) Iraq

Iraq receives 2,250 ISIS members. On February 7, the Iraqi military announced that it had received 2,250 ISIS members transferred from Syria and relocated them to proper detention facilities. Iraq has formed a special team to conduct preliminary investigations and screenings of the transferred members, classifying them according to their “level of danger.” Terrorists who committed crimes against the Iraqi people will be tried in Iraq.


(III) Palestine and Israel

Israeli-Palestinian conflict kills 71,800 in Gaza. On February 4, Israeli forces launched airstrikes on two neighborhoods in Gaza City, northern Gaza, and a temporary tent camp in Khan Yunis, southern Gaza, killing at least 24 people and injuring more than 40, including many women and children.
As of February 5, since the first phase of the Gaza ceasefire agreement took effect, Israeli attacks have killed 548 people and injured 1,433. Since the outbreak of the latest large-scale conflict, Israeli attacks on the Gaza Strip have killed 71,851 Palestinians and injured 171,560.

(IV) Lebanon

UNIFIL targeted by Israeli forces. On February 3, peacekeepers of the United Nations Interim Force in Lebanon (UNIFIL) were provoked by two Israeli drones during a routine patrol near Kila village in southern Lebanon. After UNIFIL took defensive measures, one drone dropped a bomb, causing no casualties. UNIFIL condemned Israel for violating UN Security Council Resolution 1701 and international law, urging Israel to cease all attacks on peacekeepers.


Asia-Pacific

(I) Afghanistan

Chinese Embassy issues security alert. On February 4, the Chinese Embassy in Afghanistan warned that terrorist organizations including ISIS, Al-Qaeda, and ETIM remain active in Afghanistan and continue to threaten security in Afghanistan and neighboring countries. Chinese citizens are advised to avoid non-essential travel to Afghanistan. Those already in Afghanistan shall closely monitor the security situation and strengthen security measures.


(II) Pakistan

Suicide bombing at Islamabad mosque kills 31, injures 170. On February 6, a suicide bombing occurred at a mosque in Tarnol area, Islamabad, killing at least 31 people and injuring more than 170; the death toll may rise further. Islamabad and nearby Rawalpindi declared a state of emergency. UN Secretary-General Guterres condemned the attack in the strongest terms, reiterating that attacks on civilians and places of worship are unacceptable and stressing that perpetrators must be held accountable.

Two attacks in Balochistan cause casualties. On February 2, about 15 terrorists attacked Washuk town, Balochistan, setting fire to the Deputy Commissioner’s office, police station, bank and other facilities, with unspecified casualties. On the same day, a military camp in Galangur, Nushki, Balochistan was attacked by suspected militants of the Balochistan Liberation Army (BLA), causing unknown military casualties.

Anti-terror operations kill 231 terrorists. From February 1 to 5, Pakistani security forces launched a week-long anti-terror operation in Balochistan, killing 216 terrorists and seizing a large quantity of weapons, ammunition and explosives. On February 6, security forces cleared a TTP hideout in North Waziristan, Khyber Pakhtunkhwa, killing 24 militants and arresting several others.


(III) New Zealand

Two attacks injure two. On February 4, a police officer was shot and wounded in a parking lot on Ulster Street, Hamilton, Waikato. Two suspects were arrested. On February 5, a shooting in Sacrey Street, Napier injured one person.


(IV) Thailand

Two shootings injure two. On February 5, a shooting at a gas station in Chachoengsao injured one person; one suspect was arrested. On February 8, a military patrol providing election security was ambushed in Ban Nam Sat, Yala, injuring one person.


(V) India

Coal mine explosion in Meghalaya kills 18. On February 5, a coal mine explosion in northeastern India killed at least 18 people. Police said the mine was suspected of illegal operation, with many people still trapped. The cause is under investigation.


Africa

(I) Nigeria

Multiple attacks kill 197, many abducted. On the night of February 2, armed attackers raided a community in Osun State, abducting two people. On February 3, large-scale attacks on two remote villages in Kwara State killed 162 people, burned buildings and abducted women and children. On the same day, a market attack in Benue State killed 17. On February 5, an ambush in Zamfara State killed five residents. On February 6, an attack in Benue State killed 13.
Security Alert. On February 4, according to a security report by Hanwei International’s West Africa officer, criminal groups plan to target Chinese enterprises, projects and personnel in Katsina, Kaduna, Kano and Kogi States in early February. Chinese enterprises and individuals are urged to strengthen security, conduct thorough risk checks, improve emergency plans and drills, and avoid non-essential outings.

Car accident in Kano kills 30. On February 8, a traffic accident in Kano State killed at least 30 people and seriously injured many others after a truck lost control and crashed.


(II) South Africa

Mass shooting in Gauteng kills six. On February 3, a bus en route to Lesotho was ambushed in Meyerton, Gauteng, killing six people and injuring more than ten. Both the attackers and victims are Lesotho nationals; the motive is under investigation.


(III) Libya

Second son of Gaddafi assassinated. On February 3, Saif al-Islam Gaddafi, second son of Libya’s late leader Muammar Gaddafi, was shot dead by unknown gunmen in Zintan, western Libya. Four masked gunmen broke into his residence after disabling surveillance cameras and opened fire. The attackers remain at large.


(IV) DRC

Airport attacked in Tshopo. On February 2, Bangboka International Airport in Kisangani was targeted by eight explosive-laden “suicide drones.” They were intercepted and shot down by government air defense forces, causing no casualties or damage.

Mine collapse in North Kivu kills 300. On February 2, a massive mine collapse in Rubaya coltan mine killed at least 300 people and left more than 100 missing. Rescue operations are ongoing.


(V) Sudan

Fighting continues. From February 2 to 8, clashes between the Sudanese Armed Forces and the Rapid Support Forces persisted across Sudan, with intensified fighting around Kadugli, South Kordofan. A medical center and residential areas were repeatedly struck by drones, killing at least 24 civilians including women and children. On February 6, a WFP humanitarian convoy was attacked by a drone in El Obeid, killing one person and destroying aid. The UN called for an immediate ceasefire and safe humanitarian access.


Europe and Americas

(I) United States

Two shootings kill three. On February 2, a shooting in a commercial parking lot in San Jose, California killed one person. On February 3, a shooting in Union County, Florida killed two; the shooter remains at large.


(II) Ukraine

Russia-Ukraine conflict continues. From February 2 to 8, Russia’s special military operation in Ukraine continued. Russia’s Defense Ministry reported large-scale strikes on Ukrainian military-industrial and energy facilities using long-range precision weapons and drones, targeting 348 drone facilities, ammunition depots and troop positions. Russian forces advanced and captured eight settlements in Donetsk, Zaporizhzhia and Sumy.

Ukraine’s General Staff reported 433 battles along the front line, repelling Russian attacks and shooting down 1,355 drones. Ukrainian forces struck Russian troop concentrations, command posts and drone factories, and launched long-range strikes on a Russian missile site in Astrakhan. On February 5, Russia and Ukraine exchanged 157 prisoners of war each.


(III) Ecuador

Two shootings kill two. On February 3, a man was shot dead in Machala, El Oro. On February 4, a man was killed in a shooting in Guayaquil. The attackers are at large.


(IV) France

School stabbing injures one. On February 3, a 14-year-old student seriously injured an art teacher in a middle school in Sanary-sur-Mer, Var. The student was detained on suspicion of attempted murder.

Grenade attack injures six. On February 6, a grenade exploded in a beauty salon in central Grenoble, injuring six people. The suspect threw the grenade and fled.


(V) United Kingdom

Attack in Leicester kills one. On February 4, a man was stabbed to death in Leicester city center. An 18-year-old suspect was arrested.


(VI) Russia

Lieutenant general shot and wounded in Moscow. On February 6, Lieutenant General Vladimir Alekseyev of the Russian Ministry of Defense was shot and wounded in northwestern Moscow. His condition is not life-threatening. Two suspects were arrested on February 7.

Multiple attacks kill two, injure three. On February 2, drone attacks in Belgorod killed two civilians and destroyed a house; an attack in Kursk injured two. On February 4, a joint attack in Bryansk injured one, damaged 20 houses and three vehicles.


(VII) Mexico

Jalisco issues measles alert. On February 5, Mexico’s Health Ministry reported 1,981 confirmed measles cases and 27 deaths in 2026 as of February 4. Jalisco has the worst outbreak with 1,163 confirmed cases. The state issued a health alert, mandating face masks in schools and ramping up vaccinations.


Maritime Security

(I) Greece

Boat collision off Chios kills 15, injures 22. On February 4, a migrant boat collided with a Greek coast guard vessel near Chios Island, killing 15 migrants and injuring 22 others including two coast guards. The migrant speedboat was attempting to land when intercepted. Search and rescue continue.


(II) Arabian Sea

U.S. downs Iranian drone. On February 3, U.S. forces shot down an Iranian Shahed-139 drone in the Arabian Sea about 500 miles off Iran’s southern coast. The U.S. stated the drone was approaching the USS Abraham Lincoln aircraft carrier and was intercepted by an F-35C fighter jet.


(III) Iran

Two smuggling vessels seized in Persian Gulf. On February 5, Iran seized two fuel-smuggling ships near Fars Island, seizing over 1 million liters of smuggled fuel. Fifteen foreign crew members were transferred to judicial authorities. The IRGC Navy stated the ships were involved in organized fuel smuggling.


(IV) Estonia

Container ship seized near Naissaar. On February 3, Estonian forces seized a Bahamas-flagged container ship bound for St. Petersburg, Russia, with 23 Russian crew members. Officials said the ship is not part of Russia’s “shadow fleet” or on EU sanctions lists, but was detained on suspicion of smuggling.
