Global Security Intelligence Update Summary (November 17 - November 23, 2025)

 Based on the security risk assessment, the security levels of various regions are as shown in the Global Risk Map. Regions such as Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, and Israel are classified as extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Chinese-funded enterprises stationed abroad need to enhance their own security precautions. (This information is for the internal risk assessment of our company only)


Middle East Region

(I) Syria

Multiple attacks resulted in 4 deaths:
  • On November 17, a former member of Syria's Political Security Department was shot and killed by unidentified gunmen near Nur Hospital in the Hamidiya District of Deir ez-Zor Governorate, Syria.

  • On the same day, a fuel transport vehicle was shot at by armed personnel of the "National Army" in Aleppo Governorate, Syria, causing 1 death.

  • On November 20, multiple camps of the Syrian government forces in Raqqa Governorate were attacked by the "Syrian Democratic Forces", resulting in 2 soldiers dead and multiple people injured.

(II) Palestine and Israel

The Palestine-Israel conflict has caused nearly 70,000 deaths in Palestine:
  • From November 17 to 23, the Israel Defense Forces (IDF) continued to launch attacks on the Gaza Strip, causing a large number of casualties.

  • According to figures released by the Gaza Strip Health Department on the 22nd, since the first phase of the Gaza ceasefire agreement took effect on October 10, IDF operations have resulted in 318 Palestinian deaths and 788 injuries.

  • Since the outbreak of the new round of Palestine-Israel conflict on October 7, 2023, the death toll in Gaza has reached 69,733, with 170,863 people injured.

Gush Etzion attack left 3 dead and 3 injured:
  • On November 18, a car-ramming and stabbing attack occurred in the Gush Etzion Jewish settlement on the West Bank of the Jordan River, killing at least 1 Jew and injuring 3 others.

  • The Israel Defense Forces stated that 2 Palestinian attackers were shot dead on the spot, and explosives were found in the attackers' vehicle.

(III) Lebanon

IDF attacks caused 19 deaths and multiple injuries:
  • On November 18, a mosque and a nearby car in the Ain al-Hilweh refugee camp in Sidon, southwestern Lebanon, were hit by an Israeli air strike, killing at least 13 people, injuring multiple others, and damaging several vehicles.

  • On November 17, Mansouri in southern Lebanon was attacked by the IDF, resulting in the death of Muhammad Ali Shuwayh, the regional leader of Hezbollah in Lebanon.

  • On November 22, the IDF launched 10 air strikes on Mahmudiyya, Jarmak, Jabal Jabr, and other locations in the Jezzine area of southern Lebanon within half an hour. There were no reports of casualties or property damage yet.

  • On November 23, a residential building in the southern suburbs of Beirut, the capital of Lebanon, was hit by an Israeli air strike, killing Ali Tabatabai, a senior military commander of Hezbollah in Lebanon, 4 of his members, and injuring 28 civilians.

Asia-Pacific Region

(I) Afghanistan

The Chinese Embassy in Afghanistan issued a security alert:
  • On November 16 and 17, the Chinese Embassy in Afghanistan issued consecutive security alerts stating that the security situation in Afghanistan has recently been severe and complex. Security incidents have occurred multiple times in the border areas related to Afghanistan-Pakistan (Afghanistan and Pakistan) and the Taliban (Afghanistan), resulting in casualties.

  • The embassy reminded Chinese citizens to refrain from traveling to Afghanistan for the time being. Citizens and institutions already in Afghanistan need to strengthen security precautions and avoid traveling to border areas.

(II) Pakistan

Two attacks left 2 injured:
  • On November 17, a bridge in Koh Dagar, Mand, Balochistan Province, Pakistan, was blown up by unidentified armed personnel.

  • On the same day, Pakistani police exchanged fire with a criminal gang in Karachi, causing 2 injuries.

(III) Japan

An attack in Tokyo left 1 injured:
  • On November 17, a stabbing incident occurred in Minato Ward, Tokyo, Japan, causing 1 person to be seriously injured.

  • On the same day, a man stabbed a woman multiple times and then fled the scene. Currently, the police are conducting a manhunt for the attacker.

(IV) India

An armored cash transport vehicle was robbed in Karnataka:
  • On November 19, a robbery of an armored cash transport vehicle occurred in Bangalore, the capital of Karnataka State in southern India, with 70 million rupees (approximately 5.616 million RMB) in cash stolen.

  • On the same day, a group of unidentified men posing as officials of the Reserve Bank of India stopped the armored cash transport vehicle, and then transferred the money boxes to another vehicle on the grounds that the company owning the armored vehicle had violated regulations, before fleeing the scene.

(V) Thailand

Floods in Ayutthaya have caused 20 deaths:
  • From November 17 to 19, Ayutthaya Province in Thailand was hit by floods, resulting in 20 deaths and multiple injuries.

  • According to statistics, a total of 11 districts, 136 townships, and 899 villages were affected, involving 63,176 households.

  • Currently, 33 schools have been forced to suspend classes, and 38 temples, 2 mosques, and 8 government institutions have been affected to varying degrees.

(VI) Cambodia

An arson-murder case in Kampong Cham caused 9 deaths:
  • On November 23, an arson-murder case occurred in Kampong Cham Province, Cambodia, resulting in 9 deaths.

  • In the early morning of the same day, a 21-year-old man killed 9 people in his mother-in-law's home and set fire to the house before fleeing, due to a conflict with his wife. Currently, the suspect has been arrested by the police.


Africa Region

(I) Nigeria

Multiple armed attacks caused 39 deaths and 469 abductions:According to the monitoring report of Hanwei International's security officer stationed in West Africa:
  • On November 17, the Government Girls' Secondary School in Maga Town, Dankwasagu Area, Kebbi State, northwestern Nigeria, was attacked by armed men, resulting in 1 staff member dead, 1 injured, and 25 female students abducted.

  • In the early morning of the same day, an armed gang attacked Kushe Gugdu Village, Kagarko Local Government Area, Kaduna State, causing 14 deaths and several abductions.

  • On the same day, northern Zamfara State was hit by an armed attack, with 64 people, including children and women, abducted.

  • On the same day, suspected armed members of the "Islamic State West Africa Province" attacked Mayenti Town, Bama Local Government Area, Borno State, resulting in 4 security team members dead and 4 soldiers missing.

  • In the evening of the same day, suspected Fulani armed herders attacked Amadu Village, Takum Local Government Area, Taraba State, killing at least 6 villagers.

  • On November 18, armed men attacked a church in Kwara State, central Nigeria, causing 2 deaths and 38 abductions.

  • In the afternoon of the same day, an armed gang attacked multiple villages in Kachia Local Government Area, Kaduna State, causing at least 2 deaths and 11 abductions.

  • In the evening of the same day, an armed gang attacked Tarah Community, Sabon-Birni Local Government Area, Sokoto State, abducting 9 local residents.

  • On November 19, an armed gang attacked Bokungi Village, Edu Local Government Area, Kwara State, abducting 4 villagers.

  • On November 20, an armed gang attacked Kurawa Community, Sabon-Birni Local Government Area, Sokoto State, causing 2 deaths and 15 abductions.

  • In the morning of the same day, suspected "Boko Haram" armed men attacked Warabe Community, Gwoza Local Government Area, Borno State, resulting in 8 joint task force members dead and 3 missing.

  • On November 21, St. Mary's School in Aguara Area, Niger State, was attacked by armed men, with 315 people abducted, including 303 students (mostly aged 12 to 17) and 12 teachers.

Currently, no organization has claimed responsibility for the above attacks.
Security Warning:On November 23, according to the monitoring report of Hanwei International's security officer stationed in West Africa, armed gangs plan to launch attacks on foreign-funded enterprises in Ogun State and abduct foreign citizens in the near future. All Chinese-funded enterprises and citizens in this region are requested to avoid going out unless necessary, strengthen security precautions, immediately stop field operations, and evacuate to safe urban areas or leave the aforementioned state.

(II) Libya

Armed conflict broke out near the capital:
  • On November 17, an armed conflict broke out between two armed groups in Wershefana Town, approximately 35 kilometers southwest of Tripoli, the capital of Libya, resulting in the disruption of nearby traffic.

  • Currently, there are no reports on the cause of the conflict or the casualties it caused.

(III) Democratic Republic of the Congo (DRC)

Armed attacks in North Kivu caused 89 deaths:
  • From November 16 to 19, the Lubero Area of North Kivu Province in eastern DRC was attacked multiple times by the Ugandan anti-government armed group "Allied Democratic Forces (ADF)", resulting in the death of at least 89 civilians, including women and children.

  • Currently, the DRC government forces and the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) have strengthened the deployment in key areas to maintain local stability.

Protests in Haut-Katanga triggered riots:
  • On November 19, artisanal miners in Haut-Katanga Province, DRC, held a demonstration on the main road from Lubumbashi to the Kinssevere mining area in the province, protesting against the shooting death of 2 miners by the mining company's security personnel.

  • The protest triggered riots, during which protesters threw stones at buses, burned tires, and set up roadblocks, resulting in the temporary disruption of the road leading to the mining area.

Ship capsized in Kasai caused 64 missing:
  • On November 17, a ship capsized on the Sankuru River in Kasai Province, central DRC, resulting in at least 64 people missing.

  • On the same day, the ship suddenly capsized due to a strong whirlpool. Among approximately 120 passengers on board, 56 were rescued. Currently, search and rescue work is still in progress.

(IV) Sudan

Armed conflict continued:
  • From November 17 to 23, the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) continued in multiple locations in Sudan.

  • This week, the two warring parties launched fierce battles for two strategic locations, Kazgir and Hajj Ahmed, in Darfur and North Kordofan State.

  • The armed conflict that has lasted for more than two years has caused over 30,000 deaths, tens of thousands of injuries, more than 7,000 missing persons, 12.86 million displaced persons in Sudan, and more than 30 million people in urgent need of humanitarian assistance.

Europe and America Region

(I) United States

Three shooting incidents caused 2 deaths and 4 injuries:
  • On November 17, a shooting incident occurred at 1550 University Avenue, Morris Heights, Bronx, New York, USA, causing 1 injury.

  • On the same day, a shooting incident occurred in Hutchinson, Kansas, USA, causing 2 injuries.

  • On the same day, a shooting incident occurred in an apartment building on Thomas Boylan Street, Brownsville, Texas, USA, causing 2 deaths and 1 injury.

(II) Ukraine

The Russia-Ukraine armed conflict continued:
  • From November 17 to 23, Russia's special military operation in Ukraine continued.

  • The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian military has launched 6 cluster attacks on Ukraine's fuel and power complexes, drone facilities, and temporary deployment points using high-precision weapons and attack drones.

  • The Russian air defense forces intercepted and destroyed 4 U.S.-made Army Tactical Missiles, 4 British-made "Storm Shadow" cruise missiles, 4 rockets launched by the U.S.-made High Mobility Artillery Rocket System (HIMARS), 2 "Neptune" long-range missiles, 15 guided aerial bombs, and 1,089 fixed-wing drones of the Ukrainian military.

  • The Russian Black Sea Fleet destroyed 2 Ukrainian unmanned boats in the northeastern waters of the Black Sea.

On the Ukrainian side, the General Staff of the Ukrainian Armed Forces stated that within this week, the Ukrainian military attacked multiple important targets of the Russian military, including drone facilities, assembly areas of weapons and military equipment, radar stations, and command posts. It repelled hundreds of Russian attacks in multiple directions and launched multiple offensives. The Ukrainian military used 4 U.S.-made Army Tactical Missiles to attack some military targets in Voronezh City in western Russia.

(III) Ecuador

Three shooting incidents caused 4 deaths and 4 injuries:
  • On November 17, media reports stated that a shooting incident occurred on the 16th in northern Guayaquil, Ecuador, resulting in 3 deaths and 3 injuries. The incident is suspected to be related to conflicts between criminal groups.

  • On the same day, a shooting incident occurred in Vacilias, El Oro Province, Ecuador, causing 1 death.

  • On November 17, a shooting incident occurred in Quevedo, Los Ríos Province, Ecuador, causing 1 injury.

(IV) Peru

The state of emergency was extended in Lima (the capital) and other places:
  • On November 20, the Peruvian government announced that in order to combat crimes and violent incidents, starting from November 21, the state of emergency in the Metropolitan Area of Lima (the capital) and the Constitutional Province of Callao will be extended for 30 days.

  • In recent years, organized crime activities in Peru have increased sharply. As of the end of October, a total of 1,888 homicides have been recorded across Peru this year, an increase of 12.8% year-on-year.

(V) Mexico

Protests in Mexico City triggered riots:
  • On November 17, media reports stated that a demonstration against violence and calling for improved public security broke out in Mexico City, the capital of Mexico, on the 16th.

  • The protest triggered riots, during which approximately 1,000 masked people violently dismantled the fence of the National Palace using hammers, chains, and pliers, and threw explosive devices. Conflicts broke out between the police (who were maintaining order) and the protesters. Currently, Mexico City has returned to normal.

A bus rollover in Michoacán caused 7 deaths and 20 injuries:
  • On November 22, a tourist bus lost control and rolled over on the highway from Morelia to Pátzcuaro in Michoacán State, western Mexico, causing at least 7 deaths and 20 injuries. Currently, the cause of the accident is under investigation.

(VI) Colombia

The Chinese Embassy in Colombia issued a security alert:
  • On November 19, the Chinese Embassy in Colombia issued a security alert stating that recently, the security situation in Colombia has deteriorated significantly. The public security situation in cities such as Bogotá, Medellín, and Santa Marta, as well as some provinces, is severe. Criminal gangs are rampant, guns are widespread, and violent robberies occur frequently. Cases involving the death, injury, and abduction of Chinese citizens have also occurred.

  • In this regard, Chinese citizens in Colombia are reminded to eliminate carelessness and fluke mentality, strengthen security precautions, make comprehensive emergency preparations, avoid traveling to dangerous areas and investing in risky businesses, and ensure the safety of their lives and property.

(VII) Croatia

The capital building was set on fire:
  • On November 17, the 67-meter-high "Večernji list" Building in Zagreb, the capital of Croatia, was set on fire, causing severe damage to the building.

  • On the evening of the same day, 2 suspects climbed over the fence to enter the building and set fire to a cardboard box in the corridor on the 15th floor. Currently, the two suspects have been arrested by the police, and the relevant investigation is ongoing.
