Global Security Intelligence Update Summary (October 13 - October 19, 2025)

This update summarizes global regional security intelligence dynamics from October 13 to October 19, 2025. Based on security risk assessment, the security levels of various regions are as shown in the Global Risk Map. Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, and Israel are classified as extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Chinese-funded enterprises stationed abroad must enhance their own security precautions.(This information is for the internal risk assessment of our company only)
Middle East Region
(I) Syria
Bus Attack in Deir ez-Zor Kills 13. On October 16, a bus transporting security personnel for oil facilities was attacked by unknown armed groups on the highway between Deir ez-Zor City and Mayadin City in eastern Syria’s Deir ez-Zor Governorate, resulting in 4 deaths and 9 injuries.
(II) Iraq
Baghdad Provincial Council Member Killed in Attack. On October 15, Safa al-Mashhadani, a member of the Baghdad Provincial Council, was killed in a bomb attack in northern Baghdad, the capital. On the same day, attackers planted a bomb in the vehicle al-Mashhadani was traveling in; the bomb exploded when the vehicle reached the Tarmiyah area in northern Baghdad, killing al-Mashhadani and injuring 4 others.
(III) Palestine and Israel
First Phase Ceasefire Takes Effect, but IDF Attacks Continue. On October 13, the first-phase ceasefire agreement between Hamas (Palestinian Islamic Resistance Movement) and Israel took effect, and the two sides began exchanging detained personnel and remains. Palestine handed over all 20 detained personnel and 9 remains to Israel, while Israel released 1,986 detained Palestinians. However, Hamas stated on October 16 that after the Gaza ceasefire took effect, the IDF continued to launch attacks on the Gaza Strip, killing 24 people. The IDF claimed that Palestinians ignored warnings and approached Israeli ceasefire positions, and the IDF "opened fire to eliminate the threat".
(IV) Turkey
106 Suspects Arrested in Raids. On October 13, Turkish police launched large-scale simultaneous raids on 403 targets in Istanbul, Adana, Izmir, Antalya and other cities, arresting 106 suspects and seizing multiple homemade explosive devices, guns and other weapons. The police stated that the criminal gang targeted was involved in 54 criminal cases, including premeditated murder, armed threats and extortion.
(V) Yemen
UN Staff Detained. On October 18, Yemen’s Houthi rebels raided a residential area for foreign UN employees in Sanaa, the capital, and detained several UN staff members. Houthi leader Abdul-Malik al-Houthi stated that the detained personnel were a "dangerous spy team" that had assisted Israel in attacking the Houthis in Sanaa in August.
Asia-Pacific Region
(I) Afghanistan and Pakistan
Continuous Border Clashes Cause Multiple Casualties. From October 14 to 17, Pakistan and Afghanistan engaged in continuous exchanges of fire in border areas. On October 14, the Pakistani military stated that Afghan armed personnel and the "Pakistani Taliban" launched an attack on the Gulam area of Khyber-Pakhtunkhwa Province in Pakistan that night. The Pakistani military launched a counterattack, killing 25 to 30 people and destroying 8 Afghan outposts and 6 tanks. On October 15, Pakistan repelled an attack by the Afghan Taliban in the Spin Boldak area of Balochistan Province in southwestern Pakistan, killing 20 people. An Afghan government spokesperson said the clashes caused 12 Afghan civilians deaths and more than 100 injuries, and the Afghan military "killed several Pakistani soldiers and recaptured multiple outposts". On October 17, after the expiration of the 48-hour temporary ceasefire between Pakistan and Afghanistan, the two countries exchanged fire again. Pakistan launched air strikes on three locations in Paktika Province in southeastern Afghanistan, killing 17 civilians (including 3 footballers) and injuring 16 others. On October 19, officials from the Pakistani and Afghan governments confirmed that the two sides had reached an immediate ceasefire agreement and planned to hold another meeting in Istanbul, Turkey on October 25 to discuss specific mechanisms for implementing the ceasefire agreement and strengthening security cooperation.
(II) Pakistan
Attacks Cause Multiple Casualties. On October 13, Baloch armed personnel set up roadblocks at two locations on the Harran-Noshki to Harran-Basima Highway in Pakistan, kidnapping 2 members of a militia organization. On the same day, the barracks of the 4th Corps in the Dera Ban area of Dera Ismail Khan, Pakistan, was attacked by unknown armed militants, causing multiple casualties. On October 17, a military camp in the North Waziristan area of Khyber-Pakhtunkhwa Province was attacked by armed groups, killing 8 soldiers and injuring 13 others. On the same day, a suicide bomber detonated a bomb near the camp, and subsequent armed militants entered the camp and exchanged fire with security forces, causing multiple casualties. Clearance Operation in North Waziristan Kills 23 Militants. On October 13, Pakistani security forces launched a clearance operation in North Waziristan Province, killing 23 "Taliban" militants, injuring 10 others and seizing some weapons.
(III) Thailand
Bomb Attack in Narathiwat Injures 14. On October 16, a bomb attack targeting police occurred at a teahouse in Yi-ngo District of Narathiwat Province in southern Thailand, injuring 14 people. On the same day, when police were conducting inspection tasks at the teahouse, "insurgents" detonated a homemade bomb. Relevant departments are currently conducting further investigations. ### (IV) Myanmar Grenade Attack in Meiktila Injures 4. On October 13, a police car was attacked with a grenade by two men on a motorcycle in Meiktila City, Mandalay Province, Myanmar, while returning after completing a patrol, injuring 3 police officers and 1 civil servant. At present, the identity of the attackers is unknown, and the police have launched an investigation into the attack.
(V) Nepal
Dengue Cases Exceed 6,000. On October 14, the latest statistics released by Nepal’s Ministry of Health and Population showed that the dengue epidemic has spread to 97.4% of the country, with a total of 6,106 confirmed cases and at least 5 deaths. Nepali disease control experts predict that the risk of dengue epidemic may last until the end of December this year.
Africa Region
(I) Nigeria
Multiple Attacks Kill 33, Kidnap 7. According to monitoring reports from Hanwei International’s security officers stationed in West Africa: In the late night of October 12, an armed group attacked Mawogi Village in the Patigi Local Government Area of Kwara State, killing 1 villager and kidnapping 2 others. On October 14, multiple villages in the Barkin Ladi Local Government Area of Plateau State, Nigeria, were jointly attacked by Fulani militias, killing at least 13 people, injuring several others, burning crops, granaries and houses, and displacing a large number of families. In the late night of October 15, armed militants attacked Maradawa Village in the Rijiya area of the Gusau Local Government Area of Zamfara State, kidnapping 5 local villagers. In the evening of October 16, armed militants attacked Kuyello Village in the Birnin Gwari Local Government Area of Kaduna State, killing at least 7 villagers and injuring several others. On the same day, armed militants attacked government law enforcement vehicles along the Funtuwa-Gusau Highway in Zamfara State, killing 8 members of the Joint Task Force (CJTF). On the morning of October 17, suspected "Boko Haram" militants attacked a military vehicle near Kawuri Town in the Bama Local Government Area of Borno State, killing multiple people including 2 non-commissioned officers. In the evening of the same day, armed militants attacked a police station in Zonkwa Town in the Zangon Kataf Local Government Area of Kaduna State, killing 2 police officers.
Security Warning: According to monitoring reports from Hanwei International’s security officers stationed in West Africa, the "Indigenous People of Biafra" (IPOB) plans to launch a peaceful demonstration titled "Immediate Release of Nnamdi Kanu" at the Eagle Square and Central Business District in Abuja on October 20, 2025 (next Monday). Given that southeastern Nigeria (Imo, Abia, Ebonyi, Enugu States) is the activity area of this organization, the protest may spread simultaneously. During this period, road blockades, traffic jams and police-civilian conflicts may occur, and the situation may escalate into violent incidents. To prevent the escalation of this protest from affecting the safety of Chinese-funded enterprises and individuals in Nigeria, all brother units are specially reminded to attach great importance to this demonstration and minimize going out as much as possible.
(II) South Africa
Bus Plunge in Limpopo Kills 42. On October 13, a traffic accident occurred in Limpopo Province, South Africa, killing 42 people (including 7 children) and injuring dozens of others. The involved bus, carrying nearly 100 passengers, lost control and fell off a cliff on a steep mountain road.

(III) Democratic
Republic of the Congo (DRC) Armed Attack in North Kivu Kills 19, Injures 8. On October 14, Mukondo Village in the Beni area of North Kivu Province, the Democratic Republic of the Congo (DRC), was attacked by the "Allied Democratic Forces" (ADF), a Ugandan anti-government armed group, killing at least 19 people, injuring 8 others and burning 26 houses. On the same day, the ADF entered the village wearing uniforms similar to those of the DRC military and launched indiscriminate attacks on villagers with guns, knives and sticks. After the attack, a large number of people fled the area due to panic.
(IV) Madagascar
Military Announces Takeover of Power. On October 14, Michael Randrianirina, leader of the Malagasy military, announced that the country’s defense and security forces had officially taken over state power. On the 17th, Randrianirina was sworn in as president at the High Constitutional Court in Antananarivo, the capital. He stated that a transitional government will be formed with a maximum term of two years, followed by general elections. During this period, the current constitution will be suspended and all public institutions except the National Assembly will be dissolved.
(V) Niger
Anti-Government Militants Threaten Foreign Enterprises. On October 13, the Nigerien anti-government group "Movement for Patriotism, Liberty and Justice" (MPLJ) issued a statement on its official account, demanding that all foreign-funded mining companies, enterprises and institutions in Niger—especially those operating in the Agadez Region—immediately stop all cooperation with the Nigerien military government; otherwise, they will be attacked.
(VI) Sudan
Armed Conflicts Continue. From October 13 to 19, the Sudanese Armed Forces and the Rapid Support Forces continued to exchange fire in various parts of Sudan. This week, the two warring parties fought fiercely in Khartoum, the capital, and Debba City in Northern State, causing heavy civilian casualties. On October 14, the Babikir residential area in Khartoum, the Sudanese capital, and Debba City in Northern State were attacked by unknown armed drones, killing 7 people and injuring multiple others. The armed conflict that has lasted for more than two years has caused over 30,000 deaths, tens of thousands of injuries and 12.9 million displacements in Sudan. In addition, multiple infectious diseases such as cholera, dengue fever and malaria have broken out simultaneously in Sudan; there have been 50,000 confirmed malaria cases alone. Sudan’s Minister of Health, Haitham Mohamed Ibrahim, stated that fund shortages and interrupted material supplies have severely restricted the country’s ability to control the epidemic. At present, approximately 70% of medical institutions in Sudan are paralyzed, evolving into a severe health and humanitarian crisis.
Europe and America Region
(I) United States
Attacks and Shootings Kill 1, Injure 18. On October 13, a stabbing attack occurred at the Switzer Learning Center in Torrance, Los Angeles County, California, injuring 3 people. The police stated that the suspect was a former student of the Switzer Learning Center, who stabbed 3 school staff members and fled the scene on the same day. On October 14, a shooting occurred on 24 Mile Road in Macomb, Michigan, injuring 1 person. On October 15, a shooting occurred in the 16000 block of Lakeshore Blvd in the East Side of Cleveland, Ohio, injuring 1 person. On the evening of October 18, a car rammed into a crowd in Bladensburg, Maryland, killing 1 person and injuring 13 others.

(II) Ukraine
Russia-Ukraine Armed Conflict Continues. From October 13 to 19, Russia’s special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that over the past week, the Russian military used land-based, air-based and sea-based high-precision weapons to launch effective strikes on Ukrainian military-industrial enterprises, as well as Ukrainian military transportation and energy infrastructure, ammunition depots and other targets. It destroyed a "Patriot" air defense system control cabin and launch device, shot down 1,304 Ukrainian drones, intercepted 18 "HIMARS" rockets and 2 "Neptune" missiles. The Russian Black Sea Fleet destroyed 6 Ukrainian unmanned boats and took control of 8 settlements. On the Ukrainian side, the General Staff of the Ukrainian Armed Forces stated that within this week, the Ukrainian military repelled hundreds of Russian attacks on 7 fronts and launched multiple counterattacks. The Ukrainian military launched precise strikes on Russian military targets in the Crimean region, as well as fuel warehouses, radar stations and other targets of fuel and energy infrastructure.
(III) Ecuador
Shooting and Explosion in Guayaquil Kill 7, Injure Multiple. On October 13, a shooting occurred in Guayaquil, Ecuador, killing at least 6 people and injuring 15 others (including 3 minors). On the same day, approximately 150 residents gathered in the Potete area of the city to celebrate the 205th anniversary of Guayaquil’s liberation from Spanish colonial rule. During the event, multiple masked armed men drove into the scene and opened fire indiscriminately on the crowd, causing heavy casualties. The police initially speculated that the attack was related to gang fights. On October 14, a car explosion occurred outside a busy shopping mall in Guayaquil, killing 1 person and injuring several others. At present, no organization or individual has claimed responsibility for the above attacks.
(IV) Mexico
3 Attacks Kill 7, Injure 13. On October 13, media reports stated that an armed attack occurred on Alameda Street in Huehuetoca, Puebla State, Mexico on October 12, killing 4 people and injuring 11 others. On October 13, a shooting occurred in the Constitutional District of Zapopan, Jalisco State, Mexico, killing 1 person and injuring 2 others. On the same day, a shooting occurred in the Rojo Gómez area of Pachuca, Hidalgo State, Mexico, killing 2 people. Currently, the police are investigating the above shootings.

(V) Italy
Attack on Law Enforcement in Verona Kills 3, Injures 15. On October 14, Italian law enforcement personnel were attacked by a gas explosion in Verona in northeastern Italy, killing 3 carabinieri and injuring 15 others. On the same day, carabinieri, police and firefighters tried to enter a two-story farmhouse to execute an eviction order; a gas explosion occurred when they opened the door, causing casualties among multiple law enforcement personnel. At present, 3 suspects have been arrested by the police.
(VI) Czech
Republic Shooting in Liberec Kills 2, Injures 1. On October 16, a shooting occurred in a small town in Liberec Region in northern Czech Republic, killing 2 people and seriously injuring 1 other. The police stated that the incident was related to a family dispute. Relevant investigations are currently underway.
(VII) Colombia
Protest Outside US Embassy in Colombia Injures 4. On October 17, a protest outside the US Embassy in Colombia turned into a riot, injuring 4 Colombian police officers. On the same day, protesters gathered outside the embassy to condemn US support for Israel. During the event, some masked individuals attacked the police with explosive devices, Molotov cocktails and bows and arrows, injuring multiple police officers. ### (VIII) Peru Protests in Multiple Locations Trigger Riots. On October 15, large-scale anti-government protests broke out in multiple cities including Lima, the capital of Peru. The protests were jointly initiated by university associations, transportation workers and Gen Z youth, with core demands including the resignation of President José Jerí, the holding of new national elections and the abolition of laws that favor organized crime. The protests triggered riots, causing at least 1 death and more than 100 injuries. In Lima, the capital, some protesters set fire to major streets, damaged public facilities and clashed with the police; the police used tear gas and rubber bullets to fight back, resulting in dozens of injuries.

(IX) France
Armed Robbery in Paris. On October 19, an armed robbery occurred at the Louvre in Paris, France, with 9 pieces of jewelry from the Napoleon era stolen; no casualties were reported. Relevant investigations are currently in progress.

(I) Caribbean Sea
Two US Military Attacks Kill 10. On October 14, the US military sank a Venezuelan ship in international waters near Venezuela in the Caribbean Sea, resulting in the death of all 6 people on board. On October 16, a Venezuelan submarine was sunk by the US military in the Caribbean Sea, killing 4 people on board; 2 survivors were sent back to their home countries (Ecuador and Colombia respectively) for trial, with no US military casualties reported in the operation.
