Based on security risk assessment, the security levels of various regions are as shown in the Global Risk Map. Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, and Israel are classified as extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Chinese-funded enterprises stationed abroad must enhance their own security precautions.

Middle East Region

(I) Syria

Bus Attack in Suwayda Governorate Kills 2, Injures 11On October 28, a passenger bus was attacked by unidentified armed personnel on a highway in Suwayda Governorate, southern Syria, resulting in 2 deaths and 11 injuries. On the same day, the bus was intercepted and shot at by multiple armed personnel while en route from Damascus to Suwayda. The attackers then fled by car.

(II) Iraq

Arrest of One "Islamic State" MilitantOn October 28, Iraqi security forces arrested Abu Muhammad, a militant of the extremist group "Islamic State," in the capital Baghdad. Preliminary investigations showed that Abu Muhammad had participated in multiple armed attacks against security forces over the past 10 years, leading to the deaths of dozens of Iraqi soldiers.

(III) Palestine and Israel

Israeli Military’s Sustained Attacks on Gaza Cause Hundreds of CasualtiesFrom October 27 to November 2, Israel launched sustained attacks on areas such as Khan Yunis in southern Gaza Strip and Beit Lahiya in northern Gaza Strip, citing Hamas’ violation of the ceasefire agreement, resulting in a large number of casualties. On November 1, the health department in the Palestinian Gaza Strip issued a statement saying that since the first phase of the Gaza ceasefire agreement took effect, 226 people have been killed and more than 590 others injured in attacks in the Gaza Strip.

Israeli Anti-Government Protests Result in 1 DeathOn October 30, protests broke out in Israel against the government’s expansion of military conscription scope. The protests triggered conflicts, causing 1 death and injuries to more than 70 people, including 3 police officers. On the same day, approximately 200,000 people gathered in West Jerusalem, demanding the preservation of the long-standing military service exemption system for the ultra-Orthodox community. The demonstrations forced the closure of major highways in Jerusalem and multiple surrounding arterial roads, as well as the suspension of train services. Some demonstrators clashed with Israeli police, and one protester fell to his death from a building.

(IV) Lebanon

Multiple Israeli Attacks Kill 8, Injure 4On October 27, media reports stated that the town of Nakoura in southern Lebanon and the town of Kfar in the Bekaa Valley in eastern Lebanon were attacked by Israel on October 26, resulting in 3 deaths and 1 injury. On the same day, the United Nations Interim Force in Lebanon (UNIFIL) was attacked by Israeli drones and tanks while performing tasks near the village of Kila on the southern Lebanese border, with no casualties or property losses reported. On October 30, Israeli forces invaded the village of Blida in southern Lebanon, causing 1 death. On November 1, a car in southern Lebanon was attacked by an Israeli drone, resulting in 4 deaths and 3 injuries.

Asia-Pacific Region

(I) Afghanistan

Reach Further Ceasefire Agreement with PakistanFrom October 25 to 30, Afghanistan and Pakistan held talks in Istanbul and reached a further ceasefire agreement. The two sides agreed to consolidate the ceasefire agreement reached in Doha, Qatar, on October 19, and continue the ceasefire. At the same time, a mechanism was established to maintain peace between the two countries. The two sides will hold another meeting in Istanbul on November 6 to discuss and decide on specific mechanisms for the implementation of the ceasefire.

(II) Pakistan

Armed Conflict in North Waziristan Kills 14, Injures 1On October 27, media reports stated that on October 26, Pakistani security forces clashed with armed militants in the Hasan Khel area of Spin Wam, North Waziristan, resulting in the deaths of 5 soldiers and 1 injury, and 13 armed militants were killed.
Armed Attack in Balochistan Kills 1, Injures 1On October 27, the bomb disposal team of Pakistani security forces was attacked by the "Baloch Liberation Army" in the Gorkop area of Kech, Balochistan, resulting in 1 death and 1 injury.

(III) Australia

Robbery and Assault Incidents Cause 1 InjuryOn October 27, an armed home invasion occurred in Adelaide, the capital of South Australia, Australia, with no casualties reported. On October 28, a stabbing attack occurred in Reservoir, Melbourne, Australia, causing 1 injury.

(IV) Myanmar

Attack on Chinese Enterprise Camp in Sagaing RegionOn October 27, media reports stated that on October 25, a copper mine camp of a Chinese enterprise in Salinji Town, Sagaing Region, Myanmar, was attacked by unidentified armed personnel with rockets, causing an explosion and fire in the factory area. No casualties have been reported so far. This is the second attack on the factory area in recent times. Currently, no organization has claimed responsibility for the attack.

(V) India

Stampede in Andhra Pradesh Kills 10, Injures ManyOn November 1, a stampede occurred at the Venkateswara Swamy Temple in Andhra Pradesh, southeastern India, resulting in at least 10 deaths and multiple injuries. On the same day, a large number of devotees gathered to celebrate Ekadashi, a traditional Hindu fasting festival. Due to the large number of people and ineffective evacuation, the stampede occurred. The police expect the death toll to rise further.

African Region

(I) Nigeria

Multiple Attacks Kill 6, Kidnap ManyOn October 28, Farin Dutse Village in the Kaura Local Government Area of Kaduna State, Nigeria, was attacked, resulting in the death of 1 pastor and the kidnapping of many people. On October 30, armed bandits attacked Kurawa Village in the Sabon Birni Local Government Area of Sokoto State, causing 3 deaths and the kidnapping of many villagers. On the same day, a kidnapping incident occurred in Anambra State, where a neurosurgery consultant was kidnapped along the New Neni-Oba Highway. On October 31, a violent conflict broke out in the Umuchebo-Nike Community in the Enugu East Local Government Area of Enugu State, resulting in 2 deaths and the burning of multiple houses and cars.
Security Warning: On October 30, according to a monitoring report from Hanwei International’s security officer stationed in West Africa, Nigerian bandit groups have recently frequently launched attacks on local residents and kidnapped foreign citizens in the border area between Kogi State and Kwara State. In particular, they plan to attack Chinese companies and kidnap Chinese citizens in Kogi State in the near future. Chinese-funded enterprises and citizens in this region are urgently reminded to stay alert, strengthen precautions, avoid going out unless necessary, immediately stop field operations, and evacuate to safe areas in cities or leave the above-mentioned states.

(II) South Africa

Shooting Incident in Gauteng Kills 2, Injures 1On October 27, a shooting incident occurred in Area 17 of Mamelodi East, Pretoria, Gauteng Province, South Africa, resulting in 2 deaths and 1 injury.
Traffic Accident Kills 8, Injures 6On October 30, a minibus collided with a truck on the N3 highway at the border between KwaZulu-Natal Province and Free State Province, South Africa, causing 8 deaths and 6 injuries. After the accident, the N3 highway was temporarily closed in both directions, and the cause of the accident is under investigation.

(III) Tanzania

Protests Trigger Riots, Kill 10From October 29 to 31, protests continued to break out in various parts of Tanzania, expressing dissatisfaction with the election results. The protests triggered riots, resulting in at least 10 deaths and multiple injuries. In the capital Dar es Salaam, some protesters set fire to government agencies and some buildings and clashed with the police. The police used tear gas and live ammunition to disperse the crowd, leading to multiple casualties.

(IV) Cameroon

Protests Trigger Riots, Kill 6From October 26 to 28, demonstrations broke out in Ruah, Douala, Baresam, and Dechang in Cameroon, protesting against electoral fraud in the presidential election. The protests were initiated by opposition candidate Isa Tchiroma Bakary and spread to multiple places. During this period, some protesters clashed with the police, resulting in at least 6 deaths and nearly 100 arrests. At the same time, multiple police cars were burned, shops in many cities were closed, transportation was disrupted, and banks were closed. Currently, the conflict continues.

(V) Sudan

Armed Conflict ContinuesFrom October 27 to November 2, the Sudanese Armed Forces and the Rapid Support Forces continued to exchange fire in various parts of Sudan. This week, the two warring parties fought fiercely in El Fasher, the capital of North Darfur State in western Sudan, and in North Kordofan and South Kordofan states, resulting in a large number of casualties. Among them, the Saudi Maternity Hospital in El Fasher was attacked on the 28th, causing the death of 460 patients receiving treatment in the hospital, multiple injuries, and the kidnapping of 6 medical staff. The armed conflict that has lasted for more than two years has caused over 30,000 deaths, tens of thousands of injuries, 12.98 million displaced people in Sudan, and more than 35 million people in need of humanitarian assistance.

Europe and America Region

(I) United States

Two Shooting Incidents Kill 4On October 27, a shooting incident occurred in San Bernardino County, California, USA, resulting in the death of a deputy sheriff handling the case. On the same day, a shooting incident occurred at a plastic manufacturing plant in Cleveland, Tennessee, resulting in the death of 2 German-born supervisors. The police stated that the suspect was a former employee of the plant, who shot himself after a standoff with the police for several hours.

(II) Ukraine

Russia-Ukraine Armed Conflict ContinuesFrom October 27 to November 2, Russia’s special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian military used land-based, air-based, and sea-based high-precision weapons, attack drones, and hypersonic ballistic missiles to strike targets such as the assembly and storage sites of Ukrainian long-range attack drones, railway infrastructure, ammunition depots, and temporary deployment points. The Russian air defense forces intercepted and destroyed 17 Ukrainian air-guided bombs, 10 U.S.-made "HIMARS" rockets, 2 "Neptune" long-range missiles, and more than 1,700 drones. The Russian military took control of 2 settlements and foiled the Ukrainian military’s attempt to besiege the Red Army City Railway Station in Donetsk. On the Ukrainian side, the General Staff of the Ukrainian Armed Forces stated that within this week, the Ukrainian military attacked 7 assembly areas of Russian personnel, weapons, and military equipment, and destroyed Russian armored vehicles, artillery systems, radars, and missile launchers. The 1st "Azov" Corps of the Ukrainian National Guard repelled several attacks launched by the Russian armored forces in multiple directions such as Dobropillya north of Pokrovsk.

(III) Canada

Assault and Shooting Incidents Injure 2On October 29, a stabbing attack occurred at Bathurst Street and Queen Street in the West End of Toronto, Ontario, Canada, injuring 1 woman. The attacker was subsequently arrested by the police. On the same day, a shooting incident occurred at Jane Street and Shoreham Drive in North York, Canada, injuring 1 person. Currently, the police are conducting relevant investigations.

(IV) Mexico

Protests Break Out in Multiple PlacesFrom October 27 to 28, agricultural workers in various parts of Mexico held demonstrations, demanding that the government increase the protective price of corn in the market. The demonstrators blocked multiple highways in approximately 17 states across the country, causing the paralysis of inter-city transportation in many places and the congestion and detention of vehicles. Among them, a Chinese tour bus traveling in Mexico was stranded and later rescued through coordination by the Chinese Embassy and Consulates in Mexico. For this reason, the Embassy reminds Chinese citizens in Mexico and those planning to travel to Mexico to pay close attention to local news, understand road condition information in advance, and avoid the impact of protest-related road closures on their trips in Mexico. In case of emergency, please report to the police in a timely manner and contact the Chinese Embassy and Consulates in Mexico for assistance.
Explosion in Sonora Kills 22On November 1, an explosion occurred at a chain department store in Hermosillo, the capital of Sonora State in northern Mexico, triggering a fire and resulting in at least 22 deaths. After the explosion, the fire spread rapidly to the entire building and nearby vehicles, trapping many people. Preliminary investigations showed that the fire was suspected to be caused by a transformer failure, and the Sonora State Security Department has ruled out the possibility of a terrorist attack.
Shooting in Michoacán Kills 2, Injures 2On the evening of November 1, the mayor of a city in Michoacán State, Mexico, was attacked by armed personnel while attending a festival celebration, resulting in the mayor’s death and 2 others injured. The attacker was shot dead on the spot. On the same day, Carlos Manso, the mayor of Uruapan, Michoacán State, was attacked by a group of armed personnel while attending a celebration of a traditional Mexican festival. Carlos Manso was shot at least 6 times and died after being sent to the hospital for emergency treatment. In addition, a citizen and the mayor’s bodyguard were injured. The Mexican government stated that the identity of the attacker has not been determined, and relevant investigation work is still in progress.

(V) United Kingdom

Stabbing Attack on Train Injures Multiple PeopleOn November 1, a stabbing attack occurred on a train bound for Huntingdon, Cambridgeshire, in eastern England, UK, injuring multiple people. The specific number of casualties is unknown. Currently, 2 suspects have been arrested, and the police have launched a counter-terrorism procedure to conduct relevant investigations.

(VI) Brazil

Anti-Crime Operation Kills 117 SuspectsFrom October 28 to 29, Brazilian police launched an anti-crime operation codenamed "Containment Operation" in Alemão, Penha, and other areas in northern Rio de Janeiro, killing 117 criminal suspects, arresting 113 people, and seizing more than 100 firearms and several tons of drugs. The operation resulted in the deaths of 4 police officers, 15 injuries, and the burning of multiple cars. The Chinese Consulate General in Rio de Janeiro reminds Chinese citizens and institutions in the consular district to pay close attention to the relevant security situation and avoid traveling to relevant areas. Attacks in Multiple Places Injure 3From October 26 to 27, Vnukovo Airport in southwestern Moscow Oblast and Sheremetyevo Airport in northeastern Moscow Oblast, Russia, were attacked by Ukrainian drones, causing 1 injury. On October 27, Moscow Oblast, Bryansk Oblast, Orenburg Oblast, and other places were attacked by the Ukrainian military, causing 2 injuries.

Maritime Security

(I) Pacific Ocean

U.S. Military Attack Kills 21On October 27, U.S. Secretary of Defense Lloyd Austin stated that the U.S. military sank 4 "drug-trafficking ships" in international waters of the Eastern Pacific on the same day, resulting in 14 deaths and 1 survivor on board. On October 29, the U.S. military sank another ship in international waters of the Eastern Pacific, causing 4 deaths. On November 1, the U.S. military launched an attack on a "drug-trafficking ship" in the Caribbean Sea, resulting in the deaths of 3 men on board. This is the 16th ship sunk by the U.S. military in international waters since September, resulting in at least 64 deaths.

(II) Libya

Migrant Boat Sinks, Killing 18 and Leaving 18 MissingOn October 28, a migrant boat capsized in the waters near Zawiya, a western city in Libya, resulting in 18 deaths and 18 missing, with 92 people rescued. Libya’s emergency rescue service stated that among the victims were 4 Egyptians and 2 Somalis. Currently, the operation to search for the missing persons is still ongoing.
