This update summarizes global regional security intelligence dynamics from October 20 to October 26, 2025. Based on security risk assessment, the security levels of various regions are as shown in the Global Risk Map. Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, and Israel are classified as extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Chinese-funded enterprises stationed abroad must enhance their own security precautions.

Middle East Region

(I) Syria

  • Israeli Invasion of Quneitra Governorate: On October 20, media reports indicated that the Israeli military had launched several cross-border attacks on southern Syrian governorates, including Quneitra, in recent days. On October 19, Israeli forces invaded Quneitra Governorate in southern Syria and set up a checkpoint on the road connecting the towns of Ofaia and Jubata al-Khashab. Subsequently, Israeli military vehicles entered rural areas of Quneitra Governorate multiple times to conduct patrols, affecting the daily lives of local villagers.

(II) Palestine and Israel

  • Israeli-Palestinian Conflict Has Killed 68,000 Palestinians: From October 19 to 25, hostilities reignited in the Gaza Strip. Israel launched multiple rounds of air strikes and artillery fire on areas including Khan Yunis, southern Rafah, and the Nuseirat refugee camp in central Gaza, citing that the Palestinian Islamic Resistance Movement (Hamas) had crossed the "yellow line" marked by the Israeli military in the Gaza Strip and violated the ceasefire agreement. Hundreds of casualties were reported. According to statistics released by the health department in the Gaza Strip, as of October 25, since the outbreak of the new round of Israeli-Palestinian conflict, Israel's military operations in the Gaza Strip have resulted in 68,519 Palestinian deaths and 170,382 injuries.

(III) Yemen

  1. Terrorist Attack in Abyan Governorate Causes Multiple Casualties: On October 21, southern Yemen's Abyan Governorate was attacked by the Al-Qaeda in the Arabian Peninsula (AQAP), killing at least 4 government soldiers and injuring more than 10 others. On the same day, a suicide bomber drove a car loaded with explosives into the main gate of the local government headquarters in the Mahfad District of Abyan Governorate, triggering an explosion. Shortly after, a second attacker detonated another car near a government military facility. Following the two explosions, armed militants launched an attack on government forces. The exchange of fire between the two sides lasted for several hours, resulting in the death of 6 attackers.

  2. 2 UN Staff Members Detained by Houthi Rebels: On October 23, 2 more UN staff members were detained by Yemen's Houthi rebels, bringing the total number of detained UN personnel to 55. The Houthi rebels claimed that there was a "dangerous spy group" within UN organizations conducting humanitarian activities in Yemen. These individuals assisted Israel in air strikes on Sanaa, leading to the death of several key members of the Houthi rebels.

(IV) Lebanon

  • Multiple Israeli Air Strikes Cause 3 Deaths and Injuries: On October 20, multiple Hezbollah targets in the Nabatieh region of southern Lebanon were hit by Israeli air strikes, with no immediate reports of casualties. On October 23, Israel launched an air strike on the Bekaa region in eastern Lebanon, killing 2 people and injuring several others. The Israeli military stated that "this operation targeted a Hezbollah military camp and a sophisticated missile production base." On October 24, Hezbollah facilities in the Nabatieh region of southern Lebanon were attacked again by the Israeli military, resulting in the death of Abbas Hassan al-Karkhi, the logistics commander of Hezbollah's southern front command.

Asia-Pacific Region

(I) Afghanistan

  • Fresh Conflict Erupts on Afghanistan-Pakistan Border: On October 23, another conflict broke out on the Afghanistan-Pakistan border, with the number of casualties unknown. On October 24, representatives from both sides traveled to Turkey for the second round of crisis negotiations. Currently, the Afghanistan-Pakistan border has been closed, allowing only Afghan refugees to leave Pakistan.

(II) Cambodia

  • Anti-Drug Operation in Kampong Thom Province Leaves 1 Police Officer Dead and 1 Injured: On October 23, Cambodian police encountered armed resistance while carrying out an anti-drug trafficking operation in Kampong Thom Province, resulting in the death of 1 police officer and injury of another. Subsequently, 2 suspects fled the scene after seizing a police-issued firearm and a mobile phone. At present, the police and armed forces are conducting a manhunt for the attackers.

(III) Myanmar

  • Shooting Incident in Hpakant Town, Kachin State: On October 22, a shooting incident occurred at the jade market in Hpakant Town, Kachin State, Myanmar, with no casualties reported. On the same night, a group of people drove into the market and opened fire on the crowd, causing people to flee in all directions. Currently, no organization has claimed responsibility for the attack.

(IV) India

  • Protest Erupts at Toll Plaza in Uttar Pradesh: On October 20, employees at the Fatehabad Square toll plaza on the Agra-Lucknow Expressway in Uttar Pradesh, India, staged a protest due to low festival bonuses. During the protest, 21 employees opened all toll gates, allowing over 5,000 vehicles to pass for free, causing traffic chaos and economic losses of hundreds of thousands of rupees. Ten hours later, the toll plaza management promised a 10% salary increase for the employees, and the toll plaza resumed normal operations.

(V) Japan

  • Knife Attack on Police Near U.S. Embassy in Japan: On October 24, a police officer was injured in a knife attack near the U.S. Embassy in Japan. On the same day, a man was acting suspiciously near the U.S. Embassy in Japan, and when police officers approached to question him, the man attacked them with a knife. At present, the police are conducting a further investigation.

Africa Region

(I) Nigeria

  1. Two Attacks Result in 3 Deaths: On October 21, Daren Village in the Jill District of Jos South Local Government Area, Plateau State, Nigeria, was attacked by bandits, killing 2 people and injuring 1. On October 22, a shop in the Mowo area along the Badagry Expressway in Lagos State was attacked, resulting in 1 death.

  2. Security Alert 1: On October 21, according to a monitoring report by the security officer of Hanwei International stationed in West Africa, bandit groups in Nigeria have recently abducted foreign citizens in Katsina State, Zamfara State, and Niger State. Chinese-funded enterprises and citizens in these regions are requested to reduce outdoor activities, strengthen security precautions, and evacuate field operation personnel to safe urban areas or leave the aforementioned states.

  3. Security Alert 2: On October 22, according to a monitoring report by the security officer of Hanwei International stationed in West Africa, armed groups in Nigeria plan to launch attacks on some communities in Ondo State and Kogi State in the near future. The targets include the Eriti and Oyin communities in the Akoko Northwest Local Government Area of Ondo State, and Owo Town, the headquarters of Owo Local Government. Chinese-funded enterprises and citizens in these regions are requested to reduce outdoor activities, strengthen security precautions, and evacuate field operation personnel to safe urban areas or leave the aforementioned states.

  1. Oil Tanker Explosion in Niger State Kills 57 and Injures 52: On October 21, an oil tanker explosion occurred in Niger State, Nigeria, resulting in 57 deaths and 52 injuries. On the same day, an oil tanker overturned while passing through the Bida-Agaye section of Niger State, causing oil leakage. When local residents rushed to collect the leaked oil, the tanker exploded and triggered a large fire, leading to a large number of casualties.

(II) South Africa

  1. Shooting Incident in Johannesburg Causes 2 Deaths and 5 Injuries: On October 21, a shooting incident occurred in the Westbury area of Johannesburg, Gauteng Province, South Africa, killing 2 people and injuring 5. On the same day, 4 suspects approached the victims on foot, opened fire continuously, and then fled the scene. The police stated that the incident was related to gang activities, and the relevant investigation is underway.

Chinese Citizen Kidnapped in Gauteng Province: On October 20, 3 Chinese citizens were driving in the Diepsloot area of Johannesburg, Gauteng Province, South Africa, when they were intercepted by 3 hijackers' vehicles, and 1 Chinese citizen was kidnapped. After the incident, the other 2 Chinese citizens immediately contacted the Fujian Association of Free State, South Africa, and the police, and the kidnapped Chinese citizen was successfully rescued.

(III) Cameroon

  • Protests Cause Multiple Casualties: On October 21, large-scale demonstrations broke out in Yaoundé, the capital of Cameroon, and Garoua, a city in the north, to protest against electoral fraud. In Yaoundé, thousands of demonstrators were dispersed by security forces using water cannons and riot trucks, and the situation at the scene was highly tense. In Garoua, some protesters clashed with the police, resulting in the death of a teacher who was shot in the demonstration area and injuries to several others. At present, dozens of protesters have been arrested by the police on suspicion of "inciting rebellion and rioting."

(IV) Sudan

  • Armed Conflict Continues: From October 20 to 26, the Sudanese Armed Forces and the Rapid Support Forces continued to engage in intense fighting in multiple regions of Sudan. This week, Khartoum International Airport was repeatedly attacked by drones, causing minor damage to the airport and slight injuries to 1 civil defense personnel and several maintenance workers. The two warring parties also fought fiercely in Khartoum, the capital, as well as in Debba City of Northern State and Sennar State in the north, resulting in a large number of civilian casualties. The armed conflict that has lasted for more than 900 days has killed over 30,000 people in Sudan, injured tens of thousands, displaced 12.9 million people, and left more than 30 million people in need of humanitarian assistance. On October 23, four UN agencies - the International Organization for Migration (IOM), the UN High Commissioner for Refugees (UNHCR), the UN Children's Fund (UNICEF), and the World Food Programme (WFP) - jointly called on the international community to take immediate action to alleviate the escalating humanitarian crisis in the country.

(V) Chad

  • Cholera Outbreak Kills 157 People: On October 24, the Ministry of Public Health and Disease Prevention of Chad announced that as of that day, a total of 2,792 cholera cases had been reported nationwide, including 157 deaths. The potential case fatality rate of the outbreak is 6%, far higher than the 1% emergency threshold defined by the World Health Organization (WHO). Currently, the cholera outbreak is mainly prevalent in 4 provinces: Guéra, Sila, Wadi Fira, and Hadjer-Lamis.

(VI) Libya

  • Armed Conflict Breaks Out in Misrata Region: From October 23 to 24, factional armed conflicts broke out in the Misrata region, located 180 kilometers east of Tripoli, the capital of Libya, resulting in casualties (the specific number has not been reported yet). During this period, a large number of armed militants and vehicles engaged in multiple exchanges of fire near Misrata International Airport, leading to the suspension of flights. Recently, armed factional conflicts have occurred frequently in Tripoli and its surrounding areas, and the situation remains volatile.

Europe and America Region

(I) United States

  • 3 Shooting Incidents Cause 2 Deaths and 18 Injuries: On October 20, a shooting incident occurred near Oklahoma State University in the United States, injuring at least 3 people, including 1 student. On October 25, a shooting incident took place at a large gathering outside Maxton Town, Robeson County, North Carolina, killing 2 people and injuring 11. On the same day, a shooting incident occurred at Lincoln University in Chester County, Pennsylvania, injuring 4 people.

(II) Ukraine

  • Russia-Ukraine Armed Conflict Continues: From October 20 to 26, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian military has launched large-scale attacks on targets such as energy infrastructure supporting Ukraine's military-industrial complex, as well as assembly, storage, and launch sites of long-range drones, using ground-based, air-based, and sea-based high-precision weapons, attack drones, and "Kinzhal" hypersonic ballistic missiles. The Russian military shot down and destroyed multiple Ukrainian Su-27 fighter jets, 4 cruise missiles, 18 aerial bombs, 15 "HIMARS" rockets, and 1,441 drones. The Russian military launched offensives in multiple directions and took control of 10 settlements in regions such as Dnipropetrovsk and Zaporizhzhia. On the Ukrainian side, the General Staff of the Ukrainian Armed Forces stated that within this week, the Ukrainian military has repelled Russian attacks in multiple directions. The Ukrainian Air Force, missile forces, and artillery units attacked Russian personnel and military equipment assembly areas, as well as drone control points and artillery positions. The Ukrainian Airborne Assault Forces made significant progress in military operations in Donetsk Oblast and successfully took control of the Kucheriv Yar settlement in the direction of Dobropillya. The Ukrainian military also used "Storm Shadow" missiles to launch "large-scale air strikes" on a chemical plant in Bryansk, Russia, a Ryazan oil refinery, and an ammunition depot in Valuiki, Belgorod Oblast, Russia.   • Two Armed Attacks Cause 2 Deaths and 4 Injuries: On October 20, media reports indicated that an armed attack occurred on the 19th in the El Roble community of Acapulco, Guerrero State, Mexico, killing 1 person and injuring 4 others (including 3 police officers), and 6 suspects were arrested. On the same day, a shooting incident occurred in the San José Badillo neighborhood of Dolores Hidalgo, Guanajuato State, Mexico, resulting in 1 death.

(V) Serbia

  • Shooting Incident in Belgrade Causes 1 Injury: On October 22, a shooting and arson incident occurred in front of the building of the National Assembly of Belgrade, the capital of Serbia, injuring 1 person. On the same day, an attacker opened fire continuously on protesters who had set up tents in front of the National Assembly building and set fire to the area. At present, the fire has been brought under control, and the police have arrested a male suspect.

(VI) Russia

  • Attack on Moscow Oblast Injures 5 People: On October 24, Krasnogorsk Town in Moscow Oblast, Russia, was attacked by Ukrainian drones, injuring 5 people and damaging an apartment building. In addition, on the 24th, the Russian air defense forces intercepted and destroyed 111 Ukrainian drones in multiple regions of Russia.

Maritime Security

(I) Pacific Ocean and Caribbean Sea

  • U.S. Military Attacks Cause 11 Deaths: On October 21, a Colombian vessel was attacked by the U.S. military in the international waters of the eastern Pacific Ocean, resulting in the death of 2 people on board. On October 22, the U.S. military sank another Colombian vessel in the international waters of the eastern Pacific Ocean, killing all 3 people on board. On October 24, the U.S. military sank a Venezuelan vessel in the international waters of the Caribbean Sea, resulting in 6 deaths. U.S. Secretary of Defense Lloyd Austin stated that the U.S. military had targeted "suspected drug-trafficking vessels" in the above waters. This marks the 10th military strike launched by the U.S. military against Venezuelan and Colombian vessels since September.

(II) Tunisia

  • Migrant Boat Capsizes, Killing 40 People: On October 22, a boat carrying approximately 70 illegal immigrants capsized in the waters near Mahdia Governorate, Tunisia, killing 40 people and injuring several others.
