Armed Conflicts Continue. From September 15 to 21, the Sudanese Armed Forces and the Rapid Support Forces continued to exchange fire in various parts of Sudan. This week, the two warring parties fought fiercely in the central White Nile State, leading to severe damage to important civilian facilities in the state, such as the Umm Dabak Power Station, a civilian fuel depot and the Kenana Civilian Airport. On September 19, the Office of the United Nations High Commissioner for Human Rights released a report stating that the harm caused by the armed conflict in Sudan to civilians is increasing. The United Nations has recorded at least 3,384 civilian deaths in the conflict in the first half of 2025 alone, and the actual death toll may be higher. In addition, the ongoing armed conflict has also paralyzed the health system in some areas and led to repeated outbreaks of cholera. According to statistics from Sudan's health sector, as of September 15, a total of 11,733 cholera cases and 454 deaths have been reported. At present, the Darfur region is the most severely affected by the epidemic. The epidemic is spreading in places such as Jebel Marra, Zalingei and Nyala Darfur, with a sharp increase in infection and death cases.

This issue summarizes the global regional security intelligence and information dynamics from September 15 to 22, 2025. Based on security risk assessment, the security levels of various regions are as shown in the Global Risk Map. Regions such as Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, and Israel are classified as extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Middle East Region

(I) Syria

Armed Attack Kills 7 People. On September 20, the Syrian Democratic Forces (SDF), a group dominated by Kurdish armed factions in Syria, issued a statement saying that armed forces under the interim government launched drone strikes and artillery shelling on the village of Umm Tina in the Deir Hafer area of northern Aleppo Governorate on the same day, resulting in 7 deaths and 4 injuries. In response to this incident, the Syrian interim government has not yet made a response.

(II) Palestine and Israel

Palestinian Casualties from Palestine-Israel Conflict Reach 65,200 Deaths. From September 15 to 21, the Israel Defense Forces (IDF) launched continuous attacks on the Gaza Strip in Palestine. Among these attacks, on the 17th, the Israeli Air Force and artillery units carried out strikes on nearly 100 targets in Gaza City, killing 98 people, injuring 385 others, and leveling dozens of buildings to the ground. As of September 20, since the outbreak of the new round of Palestine-Israel conflict, the IDF's military operations in Gaza have caused 65,208 Palestinian deaths and 166,271 injuries. In addition, as Israel escalates its military operations, some humanitarian aid operations delivering fuel and medical supplies to the Gaza Strip have been forced to stop, and a large number of Palestinians have fled their homes.

Two Attacks Leave 7 Dead and 3 Injured,On September 18, a Palestinian militant opened fire on Israeli forces, killing 2 Israeli soldiers. On the same day, the attacker, who was traveling in a truck transporting humanitarian aid supplies, opened fire on Israeli forces near the Allenby Bridge land border crossing and was subsequently shot dead by Israeli forces. Also on the same day, Israeli forces were hit by a roadside bomb attack in Rafah, a city in southern Gaza, resulting in 4 soldiers dead and 3 others injured.


Central and Southern Israel Attacked by Houthi Rebels.On September 16, Yemen's Houthi rebels stated that the group launched attacks on Tel Aviv, a central Israeli city, and Eilat, a southern Israeli city, using "Palestine-2" hypersonic ballistic missiles and drones on the same day. The attacks caused multiple injuries and the destruction of some facilities. The Israel Defense Forces (IDF) said that the Israeli Air Force intercepted a missile launched by Yemen's Houthi rebels that night, and the attack caused no casualties or property losses.

(III)Yemen

Israeli air strike on Doha (capital) kills 6, injures multiple others. On September 9, the Katara area in northern Doha, the capital of Qatar, was hit by an Israeli air strike, killing 5 members of the Palestinian Islamic Resistance Movement (Hamas) and 1 member of Qatar's security forces, and injuring several people. After the incident, Mohammed, Qatar's Prime Minister and Minister of Foreign Affairs, strongly condemned Israel's actions, stating that they seriously violated international law and threatened regional security and stability. UN Secretary-General António Guterres said that Israel's attack on Qatar was a blatant violation of the country's sovereignty and territorial integrity, and called on all parties to work together to achieve a permanent ceasefire in the Gaza Strip.

(IV) Lebanon

Israeli Air Strike Injures 12 People. On September 15, a building in the Nabatieh area of southern Lebanon was struck by an Israeli air strike, injuring 12 people, including 4 children. On September 18, the Israeli military attacked several weapons storage facilities of Hezbollah's Radwan Force in southern Lebanon; no reports on casualties or property losses have been released so far.


(V) Turkey

Two Attacks Leave 2 Dead. On September 15, a knife attack occurred in the Toroslar District of Mersin Province, Turkey, killing 1 person, and the suspect has been detained by the police. On the same day, a shooting incident took place in the 29 Ekim Neighborhood of Sincan District in Ankara, Turkey, resulting in 1 death.


(VI) Libya

Armed Clashes Erupt in Capital. On September 21, large-scale armed clashes broke out between the armed faction supporting Abdul Hamid Dbeibah, Prime Minister of Libya's Government of National Unity, and other armed groups in the Janzur area, 12 kilometers west of the capital Tripoli. No reports on casualties have been released yet, and the coastal highway west of Tripoli was temporarily closed.


(VII) Iraq

Anti-Terror Operation in Anbar Province Leaves 2 Dead and 1 Injured. On September 21, an explosion occurred when Iraq's anti-terrorism forces were searching a hideout of Islamic State (IS) militants in Anbar Province, killing 2 soldiers and injuring 1 other.

Asia-Pacific Region

(I) Afghanistan

Ministry of Foreign Affairs Issues Security Alert. On September 18, the Consular Department of China's Ministry of Foreign Affairs, together with the Chinese Embassies in Afghanistan and Tajikistan, issued a security alert stating that in recent times, the security situation in the border areas between Afghanistan and Tajikistan has been complex and sensitive, with multiple China-related security incidents occurring that have resulted in casualties among Chinese citizens. Chinese citizens in the region are specifically reminded to closely monitor the security situation, take concrete measures to enhance safety precautions, and avoid traveling to the border areas of the two countries for work or investment. In case of an emergency, please call the police promptly and contact the local Chinese Embassy for assistance.

(II) Pakistan

Two Attacks in Balochistan Kill 8, Injure 23. On September 18, two attacks occurred in Balochistan Province in southwestern Pakistan, leaving a total of 8 people dead and 23 injured. On the same day, a suicide attacker rammed a vehicle into a convoy carrying security personnel in the Turbat area of Balochistan, killing 2 security personnel and injuring 23 others. A few hours later, a bomb exploded in a parking lot in the Chaman area of Balochistan, resulting in 6 deaths. Currently, no organization has claimed responsibility for the two attacks.

(III) Myanmar

Bomb Explosion Occurs in Yangon. On September 16, a bomb exploded outside the municipal hall in Kyauktada Township, Yangon Region, Myanmar, causing no casualties. It is reported that the explosion was carried out by the "Free Land Attack Force" (FLA), an anti-government armed group.

(IV) Australia

Knife Attack in New South Wales Leaves 1 Dead. On September 17, a knife attack took place in New South Wales, Australia, resulting in 1 death. Details of the incident have not been reported yet.

(V) Philippines

Chinese Embassy in the Philippines Urgently Reminds Chinese Citizens to Enhance Security Precautions. On the evening of September 20, the Chinese Embassy in the Philippines issued an announcement stating that on September 21, large-scale demonstrations will be held in multiple locations along Rizal Park and EDSA Avenue in Manila, the Philippines, as well as in cities such as Cebu. The Chinese Embassies and Consulates in the Philippines urgently remind Chinese citizens in the country to further raise their awareness of security precautions and avoid going out as much as possible. Those who must travel should make thorough transportation plans, stay away from demonstration sites and crowded areas, pay attention to traffic controls caused by gatherings, and carry valid documents with them at all times to ensure personal safety.

Africa Region

(I) Nigeria

Multiple Attacks Leave 25 Dead and 11 Kidnapped. According to a monitoring report by security officials of Hanwei International stationed in West Africa, on the evening of September 14, an armed group with unknown identity attacked the Ikn’gwakap Community under the Bokkos Local Government Area of Plateau State, killing 6 local residents. On the same day, armed bandits attacked a highway checkpoint near Ilafin Village in the Isanlu Community of Yagba East Local Government Area, Kogi State, resulting in the death of 2 police officers. In the early morning of September 15, armed kidnappers raided the Gidan Turbe Community under the Tsafe Local Government Area of Zamfara State, abducting 8 local residents. In the late night of September 18, suspected members of the "Islamic State West Africa Province" (ISWAP) terrorist organization attacked the base of Nigeria's 152nd Task Force in Banki Town, Bama Local Government Area, Borno State, killing several soldiers. In the early morning of September 19, dozens of armed militants attacked the Ajokpachi Odo Community under the Omala Local Government Area of Kogi State, causing 1 local resident's death. On the same day, suspected Fulani armed herders assaulted a joint security patrol team in the Agu Community under the Katsina-Ala Local Government Area of Benue State, leaving 11 team members dead. In the early morning of September 20, suspected Fulani armed herders attacked the Achakpa Community under the Makurdi Local Government Area of Benue State, resulting in at least 3 local residents' deaths and several people missing. On the same day, suspected members of the "Lakurawa" terrorist organization attacked Sanyinna Village under the Tangaza Local Government Area of Sokoto State, killing 2 people, including a community leader. In the evening of the same day, armed kidnappers raided Sabuwa Town in the Rafin Community of Sabuwa Local Government Area, Katsina State, kidnapping 3 local residents.
Security Warning. According to a monitoring report by security officials of Hanwei International stationed in West Africa, Nigerian bandit groups plan to carry out kidnappings of foreign citizens on national highways and in wild forests in Kogi State, the capital Abuja, Edo State, Niger State and other places in the near future. All Chinese-funded enterprises and citizens in these areas are requested to reduce outdoor activities, strengthen security precautions, and those engaged in field operations should withdraw to safe urban areas or leave the aforementioned states.

(II) South Africa

Shootings in Cape Town Leave 14 Dead and 1 Injured. On September 15, media reports stated that multiple shooting incidents occurred in the Kraaifontein area of Cape Town, South Africa from September 13 to 14, resulting in a total of 14 deaths and 1 injury. At present, South Africa has deployed additional police forces to the area and launched an investigation into the Kraaifontein shooting cases.

(III) Niger

Armed Attack in Tillabéri Kills 14 and Injures Many. On September 15, media reports indicated that Niger's armed forces were ambushed by armed militants in the Tillabéri region on September 13, causing at least 14 soldiers' deaths and multiple injuries. On that day, the armed militants entered the Tillabéri region on motorcycles to commit robberies and lured the Nigerien military patrol into an ambush zone. Another report stated that extremist groups such as the "Islamic State" entrenched in the Tillabéri region have frequently launched attacks on civilians recently. Since March this year, these attacks have killed 127 civilians and burned or looted dozens of houses.

(IV) Mali

Fuel Tanker Convoy Attacked in Kayes Region. On September 15, a convoy consisting of dozens of fuel tankers was attacked by the extremist group "Jama'at Nasr al-Islam wal Muslimin" (JNIM) on the RN1 Highway in Lakamané Town, Kayes Region, Mali, causing multiple tankers to explode and catch fire. The convoy, escorted by the Malian government forces, was traveling from Senegal to Bamako, the capital of Mali, when it was attacked.

(V) Namibia

Chinese Embassy in Namibia Issues Security Reminder. On September 16, according to information released by the Chinese Embassy in Namibia, the residence of a Chinese-funded enterprise in Windhoek was broken into and robbed recently, and 2 Chinese employees were beaten and injured by the robbers. The Embassy reminds Chinese-funded enterprises, institutions and citizens in Namibia to strengthen security measures at their residences in light of changes in the local security situation, pay close attention to suspicious individuals, take care of personal and property safety when going out, avoid visiting crowded and complex environments, refrain from exposing cash and valuables, and try to avoid traveling alone or at night. In case of an emergency, priority should be given to ensuring personal safety, and the police should be contacted promptly.

(VIITanzania

Chinese Embassy in Tanzania Issues Security Reminder. On September 18, the Chinese Embassy in Tanzania issued a security reminder pointing out that multiple security incidents involving Chinese citizens have occurred in Tanzania recently, causing casualties. The Embassy reminds Chinese-funded enterprises, institutions and Chinese citizens in Tanzania to remain vigilant, strengthen security precautions, consciously abide by local laws and regulations, and take effective measures to protect their personal and property safety.


Europe and America Region

(I) United States

Two Incidents Leave 4 Dead and Multiple Injured. On September 18, police officers encountered resistance from a suspect while executing an arrest warrant in York County, Pennsylvania. A subsequent exchange of gunfire resulted in the deaths of 3 law enforcement officers and injuries to 2 others, with the gunman shot dead by the police. On September 20, a shooting occurred at a club in Nashua, New Hampshire, leaving multiple people injured. Currently, one suspect has been arrested, and the case remains under investigation.

(II) Ukraine

Russia-Ukraine Armed Conflict Continues. From September 15 to 21, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that over the past week, the Russian military has carried out four concentrated strikes using high-precision weapons and attack drones, targeting Ukraine's energy and transportation facilities, arms depots, drone operator training centers, remote drone assembly, storage and launch sites, as well as temporary deployment points of Ukrainian troops and foreign mercenaries. It has taken control of four residential areas in regions including Donetsk, Dnipropetrovsk and Zaporizhzhia. The air defense system shot down more than 1,600 fixed-wing drones. On the Ukrainian side, the General Staff of the Ukrainian Armed Forces stated that within this week, Ukrainian troops launched an attack on the logistics hub of the 810th Independent Naval Infantry Brigade of the Russian military stationed in Kursk, destroying Russian ammunition depots, material storage bases, and concealed weapons and military equipment. It has continued counteroffensive operations in the Donetsk direction and further consolidated its defensive positions. Ukrainian unmanned system units and special forces launched attacks on the Kirishi Oil Refinery in Leningrad Oblast and the Volgograd Oil Refinery in the Southern Federal District. In addition, Russia and Ukraine carried out an exchange of the remains of fallen personnel on the 18th. The Russian side handed over the remains of 1,000 fallen Ukrainian soldiers to the Ukrainian side and received the remains of 24 Russian personnel returned by Ukraine.

(III) Ecuador

Protests in Multiple Locations Trigger Riots. On September 16, large-scale demonstrations broke out in Quito, the capital of Ecuador, and other places to protest against the government's cancellation of diesel subsidies. During this period, protesters set up roadblocks on major urban streets, blocked roads, burned tires, and clashed physically with the police. In response, Ecuadorian President Noboa issued a decree, declaring a 60-day state of emergency in 7 provinces, including Pichincha Province (where the capital Quito is located), Carchi Province, Imbabura Province, Azuay Province, Bolívar Province, Cotopaxi Province, and Santo Domingo de los Tsáchilas Province.

(IV) Austria

Shooting in Vienna, the Capital, Leaves 3 Dead and 2 Injured. On September 16, a shooting incident occurred in Vienna, the capital of Austria, resulting in at least 2 deaths and 2 injuries. The suspect committed suicide while resisting arrest.

(V) Russia

Petrochemical Enterprise in Bashkortostan Republic Attacked by Drones. On September 18, the "Gazpromneft-Petrochemistry Salavat" company in the Republic of Bashkortostan, Russia, was attacked by 2 Ukrainian drones, triggering a large fire. No casualties were reported.

(VI) Mexico

Shooting in Michoacán Leaves 1 Dead and 2 Injured. On September 15, media reports stated that a shooting occurred on the 14th in Vista Hermosa Municipality, Michoacán State, Mexico, resulting in the death of 1 police officer and injuries to 2 others. One suspect has been arrested by the police.

(VII) France

Strikes in Multiple Locations Against Government's Austerity Plan. On September 18, large-scale strikes and demonstrations were held in various parts of France to oppose the government's austerity plan. On the same day, more than 500,000 people from industries such as transportation, education, electricity, and medicine across France participated in the strikes. In Paris, the capital, public transportation was disrupted, with services of multiple metro lines, suburban express railways and buses suspended. Attractions such as the Eiffel Tower were closed, some pharmacies suspended operations, and some schools canceled classes. Violent incidents and vandalism occurred in cities including Lyon and Rennes.

Maritime Security

(I) Southern Caribbean Sea

US Military Attack on Venezuelan Vessels Kills 6. On September 15, the US military attacked a Venezuelan "drug-trafficking vessel" in the waters of the Southern Caribbean Sea, resulting in 3 deaths. On September 19, the US military launched another strike against a Venezuelan "drug-trafficking vessel" in international waters, killing 3 crew members. In response, Venezuelan President Maduro stated that these were consecutive "acts of aggression" launched by the United States against Venezuela.

(II) Libya

Fire on Migrant Boat Kills 50 and Injures Many. On September 15, a boat carrying 75 Sudanese illegal migrants caught fire suddenly in waters near Libya, causing at least 50 deaths and multiple injuries on board. After the incident, the International Organization for Migration (IOM) provided assistance to the survivors on the boat.
