This issue summarizes the global regional security intelligence and information dynamics from September 8 to 14, 2025. Based on security risk assessment, the security levels of various regions are as shown in the Global Risk Map. Regions such as Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, and Israel are classified as extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Chinese-funded enterprises stationed abroad need to enhance their own security precautions. (This information is for the internal risk assessment of our company only)

Middle East Region

(I) Syria

Multiple locations hit by Israeli air strikes. On September 8, multiple military targets in Latakia Governorate (western Syria) and Homs Governorate (central Syria) were hit by Israeli air strikes. There have been no reports of casualties or property losses so far. The Syrian government strongly condemned the Israeli air strikes, calling them a "blatant violation" of Syria's sovereignty and territorial integrity, and appealed to the United Nations to take measures to stop Israel's repeated aggression against Syria.

(II) Palestine and Israel

Palestinian deaths from Palestine-Israel conflict reach 64,800. From September 8 to 14, the Israel Defense Forces (IDF) launched continuous attacks on multiple locations in the Gaza Strip of Palestine, resulting in a large number of casualties. Among these, on September 8, the Israeli military attacked Gaza City (northern Gaza), Nuseirat Refugee Camp (central Gaza), a refugee camp in the Mawasi area (southern Gaza), and a crowd waiting for aid supplies in Khan Yunis, killing at least 59 Palestinians and injuring hundreds of others. As of September 13, since the outbreak of the new round of Palestine-Israel conflict, the IDF's military operations in Gaza have caused 64,803 Palestinian deaths and 164,264 injuries. In addition, the number of deaths due to famine and malnutrition in the region has reached 420, including 145 children.

Jerusalem shooting leaves 8 dead. On September 8, a shooting incident occurred in Jerusalem, killing 8 people (including 2 gunmen) and injuring multiple others. On the same day, 2 gunmen arrived at a bus stop in Jerusalem by car and opened fire on the crowd at the scene, causing multiple casualties; the gunmen were shot dead on the spot. After the attack, the Al-Qassam Brigades, affiliated with Hamas, claimed responsibility for the shooting.


Tel Aviv (Israel) attacked by Houthi armed missiles. On September 13, a military spokesperson for the Houthi armed forces in Yemen stated that the Houthis used a multi-warhead "Palestine-2" hypersonic ballistic missile to attack multiple targets in the Tel Aviv area of Israel, forcing millions of Israelis to take shelter. The Israel Defense Forces said it intercepted a missile launched from Yemen towards Israel on the same day, with no casualties or property losses reported.

(III) Qatar

Israeli air strike on Doha (capital) kills 6, injures multiple others. On September 9, the Katara area in northern Doha, the capital of Qatar, was hit by an Israeli air strike, killing 5 members of the Palestinian Islamic Resistance Movement (Hamas) and 1 member of Qatar's security forces, and injuring several people. After the incident, Mohammed, Qatar's Prime Minister and Minister of Foreign Affairs, strongly condemned Israel's actions, stating that they seriously violated international law and threatened regional security and stability. UN Secretary-General António Guterres said that Israel's attack on Qatar was a blatant violation of the country's sovereignty and territorial integrity, and called on all parties to work together to achieve a permanent ceasefire in the Gaza Strip.

(IV) Yemen

Israeli air strike kills 36, injures 131. On September 10, areas controlled by the Houthi armed forces in Yemen were attacked by Israeli drones, resulting in at least 36 deaths and 131 injuries, as well as damage to multiple buildings. The attacked locations included the Ministry of National Defense Building in Sanaa (the capital), the headquarters of the Houthi armed spokesperson, the medical department affiliated with the Yemen Oil Company, and government buildings and banks in northern Al Jawf Governorate. The Israeli military stated that the air strike was a response to the Houthi armed forces' attacks on Israel.

Asia-Pacific Region

(I) Pakistan

Multiple attacks kill 13, injure 4. On September 9, a senior leader of the Awami National Party of Pakistan was shot dead by unidentified armed men in the Tehsil Kabal area of Swat District, Khyber Pakhtunkhwa Province; on the same day, the residence of a police officer in Nare Mir Abbas Village, under the jurisdiction of Howaid Police Station in Bannu, Khyber Pakhtunkhwa Province, was blown up, with no casualties reported; on the same day, a natural gas pipeline in the Ali Pur area was blown up. After the incident, the "Baloch Republican Guard (BRG)" of Pakistan claimed responsibility for the incidents; on September 13, a security force outpost in the South Waziristan area of northwestern Pakistan was attacked by armed men, resulting in 12 soldiers' deaths and 4 injuries. So far, no organization has claimed responsibility for this attack.

(II) Nepal

Protests and demonstrations in the capital and other places trigger riots, killing 30. From September 8 to 9, large-scale demonstrations broke out in major cities of Nepal, including Kathmandu (the capital) and Pokhara, to protest against the authorities' ban on some social media platforms. The protests triggered riots, causing 30 deaths and more than 1,000 injuries; approximately 13,500 prisoners escaped across the country, and government institutions and residences of political figures in multiple places were set on fire. In Kathmandu (the capital), protesters broke into the Parliament Building and set it on fire; shops along the street were violently looted; the residence of former Prime Minister Jhala Nath Khanal was set on fire, resulting in the death of his wife (who failed to be rescued). At 22:00 on September 9, the Nepalese military took full control of public security in the capital and multiple places, and the situation was brought under control. Currently, the military has arrested 27 people suspected of looting, recovered 3.37 million Nepalese rupees (approximately 23,900 US dollars) of stolen cash, and seized 31 military and police guns and ammunition.

(III) Philippines

Chinese Embassy in the Philippines issues security alert. On September 11, the Chinese Embassy in the Philippines issued a security alert stating that anti-China rallies and protests have been held in multiple places in the Philippines recently. In this regard, Chinese citizens in the Philippines are hereby reminded to enhance their security awareness, closely monitor the local security situation, stay away from demonstrations and crowded places, pay attention to traffic control caused by rallies, and ensure personal and travel safety. (IV) Myanmar

Attack on Rakhine State high school kills 19, injures 22. On September 12, a private high school in western Rakhine State of Myanmar was attacked by unidentified armed men, resulting in at least 19 students' deaths and 22 injuries. After the incident, the "Arakan Army (AA)" claimed on social media that the Myanmar military launched the attack. The Myanmar military has not yet responded to this claim.

Africa Region

(I) Nigeria

Multiple attacks kill 20, kidnap multiple others. According to the monitoring report of Hanwei International's security officer stationed in West Africa, in the early morning of September 7, armed bandits attacked the Wake Community under the jurisdiction of Kachia Local Government Area, Kaduna State, killing 8 local residents, injuring 10, and kidnapping multiple people; on the afternoon of the same day, armed bandits attacked a village in the Madah Community under the jurisdiction of Gusau Local Government Area, Zamfara State, killing 3 people and injuring 3; on the evening of the same day, armed kidnappers attacked the Sakpefu Community under the jurisdiction of Patigi Local Government Area, Kwara State, and kidnapped 2 people; on the afternoon of September 8, armed kidnappers attacked a commercial bus along the Okene-Lokoja Highway in Kogi State, kidnapping 3 passengers; on September 10, armed bandits attacked two highway checkpoints near the Egbe Community under the jurisdiction of Yagba West Local Government Area, along the Egbe-Eruku Highway in Kogi State, killing 5 police officers; in the late night of September 11, armed bandits attacked Ezi Village, Ogidi Community under the jurisdiction of Idemili North Local Government Area, Anambra State, killing at least 4 people and injuring 15.

(II) Mozambique

Attack in Cabo Delgado Province kills 6, injures multiple others. On September 8, the town of Mocímboa da Praia in Cabo Delgado Province (northern Mozambique) was attacked by armed men, resulting in 6 deaths and multiple injuries. So far, no organization has claimed responsibility for the attack.

(III) Democratic Republic of the Congo (DRC)

Attack on village in North Kivu Province kills 80. On September 9, the village of Ntoyoyo in the Lubero area of North Kivu Province (eastern DRC) was attacked by the "Allied Democratic Forces (ADF)" (an anti-government armed group in Uganda), resulting in more than 80 deaths, dozens of injuries, and multiple people unaccounted for. At the time of the incident, villagers were holding a funeral when a group of armed men with machetes and firearms broke in suddenly and launched the attack. Currently, the search and rescue work for the missing villagers is still ongoing.


Two shipwrecks in Equateur Province kill 193. On September 11, a ship carrying more than 500 passengers in the DRC caught fire and capsized in the Congo River in the Lukolela area of Equateur Province, resulting in 107 deaths, multiple injuries, and 146 people missing. The fire spread to the riverbank, burning down 15 residential buildings; on the same day, a motorized canoe sank in a river in Equateur Province, killing at least 86 people and rescuing 8. It is reported that the accidents may be related to severe overloading and illegal night navigation.

(IV) Sudan

Armed conflict continues. From September 8 to 14, the Sudanese Armed Forces and the Rapid Support Forces continued to exchange fire in multiple places in Sudan. This week, fierce battles broke out between the two warring parties in the city of Bara, North Kordofan State (western Sudan), resulting in at least 3 civilian deaths and 14 injuries. According to the preliminary statistics of the Sudanese government, as of September 10, the armed conflict that has lasted for more than two years has caused 30,267 civilian deaths and 43,575 civilian injuries. In addition, affected by the armed conflict, important infrastructure in Sudan such as electricity, hospitals, and schools has suffered severe damage, with economic losses reaching 771 billion US dollars.

(V) Benin

Chinese Embassy in Benin issues security alert. On September 9, the Chinese Embassy in Benin issued a security alert stating that multiple terrorist attacks targeting military and police personnel have occurred recently in Atakora Department and Alibori Department (northern Benin), causing casualties. Chinese citizens and Chinese-funded enterprises in the above-mentioned areas are specially reminded to closely monitor the public security situation, reduce non-essential outings, effectively strengthen security protection and emergency response plans, and ensure the safety of employees and property. In case of difficulties, please seek help from the Embassy in a timely manner.

Europe and America Region

(I) United States

Three shooting incidents kill 2, injure 2. On September 10, Charlie Kirk, a well-known American conservative activist, was shot and killed while giving a speech at Utah Valley University in Orem, Utah. Currently, the suspect has been arrested by the police, and the motive for the crime remains unknown; on September 11, a shooting incident occurred at the United States Naval Academy in Annapolis, Maryland, injuring 1 midshipman; on September 12, an agent of the U.S. Immigration and Customs Enforcement (ICE) was dragged by a suspect's vehicle while conducting a vehicle stop in the suburbs of Chicago, Illinois, resulting in injuries. The suspect was later shot dead.

(II) Ukraine

Russia-Ukraine armed conflict continues. From September 8 to 14, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian military used high-precision weapons and attack drones to carry out precise strikes on targets such as Ukrainian military-industrial complex enterprises, military transportation and energy infrastructure, military airports, and drone production facilities. It has taken control of 3 residential areas in Dnipropetrovsk Oblast; on the Ukrainian side, within this week, the General Staff of the Ukrainian Armed Forces stated that the Ukrainian military repelled hundreds of Russian attacks and launched dozens of attacks in directions such as Pokrovsk. At the same time, it carried out precise strikes on two Russian military air defense systems in the Crimea region. The Security Service of Ukraine used drones to attack Primorsk Port (Russia's largest oil loading port in the Baltic Sea) and multiple oil pumping stations, causing a fire at the port and forcing the suspension of oil loading.

(III) Ecuador

Two shooting incidents kill 10, injure 6. On September 8, a shooting incident occurred in the Jaime Chávez Gutiérrez Community of the Manabí Province, Manabí Canton, Ecuador, killing 3 people and injuring 3. Currently, the attackers are at large; on September 12, multiple armed men disguised as soldiers arrived by car at a billiards hall in the southern part of Santo Domingo (the capital of Santo Domingo de los Tsáchilas Province) and opened fire on the people inside, killing at least 7 people and injuring 3.

(IV) France

Demonstrations break out in multiple places. On September 10, large-scale demonstrations broke out in multiple cities in France to protest against the French government's fiscal expenditure reduction plan. On the same day, more than 190,000 people across the country participated in the protests, and approximately 80,000 police officers and gendarmes maintained public order. During this period, conflicts broke out between protesters and the police, resulting in 13 police officers being injured and 473 protesters being arrested by the police. Affected by the protests, approximately 100 high schools were closed, 27 schools were blocked by demonstrators, and railway transportation was disrupted in multiple places. In central Paris, a restaurant and a building were set on fire by protesters.

(V) Russia

Oil refinery in Bashkortostan Republic attacked by Ukrainian drones. On September 13, the "Bashneft-New Oil" refinery in Ufa, Bashkortostan Republic of Russia, was attacked by Ukrainian suicide drones, with no casualties reported. The attack caused an explosion and a fire in the refinery area, and key production equipment was severely damaged.

(VI) Mexico

Train collision in Atenco kills 10, injures 61. On September 8, a freight train collided with a double-decker coach that was crossing the railway track on the Atenco-Malavatio federal section in Atenco, State of Mexico, resulting in 10 deaths and 61 injuries; the coach was severely damaged.


Explosion in Mexico City kills 13, injures 90. On September 10, a tank truck carrying liquefied petroleum gas overturned near the La Concordia Bridge in eastern Mexico City (the capital of Mexico), and then exploded and caused a fire, resulting in 13 deaths and 90 injuries, and 18 vehicles were burned down. Currently, the specific cause of the accident is still under investigation.

Maritime Security

(I) Turkey

Ship collision in nearby waters kills 5, injures 1. On September 8, media reported that a smuggling boat carrying 34 illegal immigrants collided with a coast guard vessel on September 7 in the waters near the Ayvalık resort town in Balıkesir Province, Turkey, killing 5 illegal immigrants, seriously injuring 1, and leaving 1 missing. At the time of the incident, the smuggling boat fled after discovering the coast guard law enforcement vessel and collided with the law enforcement vessel. Currently, the search for the missing person and relevant investigation work are ongoing.

(II) Venezuela

Venezuelan fishing boat illegally detained by U.S. warship in waters off Isla Blanquilla. On September 12, the Venezuelan government confirmed that a Venezuelan fishing boat was intercepted by the U.S. Navy destroyer "USS Jason Dunham" while conducting normal fishing operations in the waters 48 nautical miles northeast of Isla Blanquilla in Venezuela's exclusive economic zone. 18 U.S. soldiers armed with guns illegally boarded the fishing boat, detained the fishermen for 8 hours, and obstructed the normal operation of the fishing boat. Venezuela stated that this action by the U.S. military is a direct provocation against Venezuela, an attempt to find an excuse for the U.S. to escalate military operations in the Caribbean region, and its purpose is to overthrow the Venezuelan government.
