This issue summarizes the global security intelligence dynamics from March 24 to March 30, 2025. According to the security risk assessment, the security levels of various regions are as shown in the global risk map. Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, Israel and other regions are extremely high-risk areas. During this period, security incidents such as armed conflicts and terrorist attacks occurred frequently in these regions. Chinese-funded enterprises stationed abroad need to enhance their own safety precautions. (This information is only for the company's internal risk assessment)

Middle East Region

(I) Syria

Israeli military attack leaves 5 dead and multiple injured.On March 25, Palmyra in central Syria and the T4 military base were attacked by Israel, and there were no reports of casualties or property losses for the time being; on the same day, Daraa Province in southern Syria was hit by Israeli air strikes, resulting in 5 deaths and multiple injuries.

(II) Iraq

7 "Islamic State" militants arrested.On March 26, Iraqi security forces raided hideouts of "Islamic State" militants in Anbar Province in western Iraq, Kirkuk Province and Nineveh Province in northern Iraq, arresting a total of 7 militants and seizing some guns and ammunition.

(III) Palestine and Israel

Israel-Palestine conflict has left 50,000 Palestinians dead.From March 24 to 30, the Israeli military continued to launch air strikes on multiple locations in the Gaza Strip of Palestine. The Gaza Strip's health department stated on the 27th that since the outbreak of this round of Israel-Palestine conflict, Israel's military operations in the Gaza Strip have resulted in 50,208 deaths, 113,910 injuries and thousands of missing Palestinians. Since the Israeli military broke the Gaza ceasefire agreement and resumed operations on the 18th, at least 855 people have been killed and 1,869 injured, including Hamas spokesman Abdul-Latif al-Qanua.

(IV) Yemen

Continuous U.S. air strikes leave 2 dead and multiple injured.On March 26, Yemen's capital Sanaa and Saada Province controlled by Houthi forces in the north were hit by 2 U.S. air strikes, causing at least 2 deaths and more than a dozen injuries; on the 27th, northern Sanaa, Saada Province and Amran Province of Yemen's capital were hit by 32 U.S. air strikes, and the casualties are unknown; on the 28th, the U.S. launched more than 40 air strikes on Sanaa, Saada, al-Jawf, Amran and Hodeidah provinces, causing 7 injuries.

(V) Lebanon

Attack by Israeli military in the south leaves 1 dead.On March 25, Hassan Halawi, commander of the anti-tank unit of Hezbollah's "Southern Front", was killed by the Israeli military in Nabatiyeh in southern Lebanon; on March 28, Hezbollah's command center, infrastructure, personnel and equipment in the southern suburbs of Beirut, the capital of Lebanon, were attacked by Israel, and the casualties are unknown.

(VI) Turkey

Riots caused by protests leave hundreds injured.From March 19 to 24, large-scale demonstrations broke out in 55 provinces of Turkey to protest the arrest of Istanbul Mayor Imamoglu (leader of the opposition party) by the police. The protests triggered the worst riots in more than a decade, resulting in hundreds of injuries including 123 police officers, 1,133 suspects detained, dozens of shops smashed, and public property worth billions of lira destroyed. Among them, in Istanbul, a large crowd gathered outside the municipal hall and clashed with hundreds of police officers; in Ankara, the capital, the police used water cannons to disperse the protesters; in Izmir, a coastal city in the west, the police fired pepper spray, tear gas and rubber bullets to disperse the crowd, and some protesters violently attacked the police.

Asia-Pacific Region

(I) Pakistan

Multiple attacks leave 6 dead and 27 injured.On March 24, a Pakistani military camp in Panjgur District, Balochistan Province, Pakistan, was attacked with rockets by the "Baloch Liberation Army", resulting in 3 soldiers dead and 4 injured; on the same day, Pakistani security personnel were attacked by terrorists near Turbat Airport Road, causing 1 soldier dead and 2 injured; on the same day, a hand grenade attack targeting the Pakistani military occurred in Taimuri Square, Turbat City, Balochistan Province, with no casualties. After the incident, the Pakistani "Baloch Liberation Army" (BLA) claimed responsibility for the attack; on March 25, an armored cash transport vehicle in Hashtnagri area, Peshawar, Khyber Pakhtunkhwa Province, Pakistan, was robbed by 4 armed men, with over 30 million rupees stolen; on March 27, an IED explosion occurred near a police patrol vehicle in Quetta, the capital of Balochistan Province, resulting in at least 2 deaths and 21 injuries including several police officers.

(II) Indonesia

Protests in East Java trigger riots.From March 23 to 24, demonstrations broke out in multiple places in East Java Province, Indonesia, to protest the recently passed "Amendment to the Indonesian National Army Law". During this period, the protests triggered riots, with some protesters throwing stones, Molotov cocktails and other items at the police, burning tires and military uniforms, and the throwing of Molotov cocktails and firecrackers caused a fire. The police used water cannons to disperse the crowd, and 25 people have been arrested.

(III) Myanmar

Robbery in Mandalay Region leaves 2 dead.On March 26, robbery and murder cases occurred in Lebangon and Nanga Village, Mandalay Region, Myanmar, resulting in 2 deaths and some property stolen. It is reported that the two cases were committed by the same gang of gangsters, and the police have launched an investigation into the case.

Strong earthquake leaves about 1,700 dead and 3,408 injured.At 14:20 on March 28, a 7.9-magnitude earthquake struck central Myanmar, with a focal depth of 30 kilometers. As of the 29th, the earthquake has caused 1,644 deaths, 3,408 injuries and 139 missing. In Mandalay Region alone, 1,591 houses, 670 temples, 60 schools, 3 bridges and 290 pagodas were damaged, and the international airport was closed. Buildings of multiple government departments such as the military headquarters of the junta government, the parliament building, the Ministry of Foreign Affairs and the Ministry of Labor in Naypyidaw, the capital, collapsed. Affected by the earthquake, Naypyidaw, Sagaing Region, Mandalay Region, Magway Region, northeastern Shan State and Bago Region in Myanmar declared a state of emergency. On March 30, the Chinese Embassy in Myanmar confirmed that 14 Chinese citizens were injured in the strong earthquake in Myanmar. The embassy also stated that after the earthquake, the Chinese embassies and consulates in Myanmar activated the emergency mechanism immediately to carry out emergency disposal and consular protection work with all their strength. As rescue work in the disaster area is still in full swing, the number of casualties may increase in the follow-up.

(IV) South Korea

Wildfires leave 28 dead and 37 injured.On March 28, South Korea's Central Disaster and Safety Countermeasures Headquarters reported that forest fires in multiple parts of South Korea have caused 28 deaths, 37 injuries and the emergency evacuation of 33,000 residents. The affected area reached 48,000 hectares, making it the largest wildfire in South Korea's recorded history in terms of the affected scale and the number of casualties.


African Region

(I) Nigeria

Attacks in multiple locations leave 22 dead and 6 abducted.According to the monitoring report of Hanwei International's security officers stationed in West Africa, on the evening of March 23, armed bandits attacked the Oyo Iwa community in the Obajana Local Government Area of Kogi State, resulting in the death of 2 security personnel and the abduction of 1 person; on the same evening, suspected Fulani armed herdsmen attacked the Dundu community in the Bassa Local Government Area of Plateau State, causing 3 deaths; on March 24, unidentified gunmen attacked the police station of Awgu community, the headquarters of Awgu Local Government in Enugu State, resulting in the death of 1 police officer; on the same day, the "Islamic State West Africa Province" attacked and occupied a front-line combat base in the Wajiroko Local Government Area of Borno State, causing at least 3 soldiers to die and several to be injured; on March 25, the "Lakurawa" terrorist organization attacked the Bachaka community in the Argungu Local Government Area of Kebbi State, resulting in the death of 2 customs staff and 1 local resident; on the evening of March 27, unidentified gunmen attacked Ruwi Village in the Bokkos Local Government Area of Plateau State, causing 10 deaths; on the afternoon of the same day, unidentified gunmen attacked the Ayetoro-Kiri community in the Kabba-Bunu Local Government Area of Kogi State, abducting 5 local residents.

Security Warning 1.According to the monitoring report of Hanwei International's security officers stationed in West Africa, on March 28, conflicts broke out between the Shiite organization "Islamic Movement in Nigeria" and the military police maintaining order during a rally in support of Palestinians in Abuja, the capital of Nigeria, resulting in 12 deaths including 1 police officer, several injuries, and 19 arrests. For this reason, the Chinese Chamber of Commerce in Nigeria issued an urgent reminder that a protest broke out at Banex Junction in Abuja, Nigeria, leading to conflicts with high security risks. It reminds Chinese citizens and overseas Chinese in Abuja to stop all travel plans and stay in safe places. Avoid going to Banex Junction, Banex Plaza and surrounding areas, and stay away from demonstration crowds. In addition, armed kidnapping incidents have occurred frequently in Benue State recently. It reminds local Chinese citizens and enterprises to enhance safety awareness, strengthen precautions, and ensure personal and property safety.

Security Warning 2.According to the monitoring report of Hanwei International's security officers stationed in West Africa, bandits plan to kidnap foreigners in four areas of Zamfara State: ANKA, DENGEBE, WUYA, and GWASHI. Chinese companies and citizens in these areas are requested to be highly vigilant, strengthen precautions, and avoid going out or passing through.

(II) South Africa

Shooting incident in KwaZulu-Natal leaves 5 dead and 2 injured.On March 24, media reported that two shooting incidents occurred in Durban, KwaZulu-Natal Province, South Africa on the 23rd, resulting in 5 deaths and 2 injuries in total. At present, the police have launched an investigation into the incident.

(III) Central African Republic

Attack on MINUSCA in Haut-Mbomou leaves 1 dead.On March 28, a patrol of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) was attacked by unidentified armed men in Haut-Mbomou Province, southeastern Central African Republic, resulting in the death of 1 Kenyan peacekeeper. Valentine Rugwabiza, Special Representative of the Secretary-General of the United Nations and Head of MINUSCA, strongly condemned the attack and called on the Central African authorities to identify the perpetrators as soon as possible and bring them to justice.

(IV) South Sudan

First Vice President placed under house arrest.On March 26, Riek Machar, First Vice President of South Sudan, was placed under house arrest in Juba, the capital. On that day, a convoy consisting of more than 20 fully armed vehicles entered Machar's residence, disarmed his bodyguards and detained him. In response, the United Nations Mission in South Sudan urgently issued a statement saying that Machar's house arrest has put the country "on the brink of war" and called on all parties to "exercise restraint". The Chinese Embassy in South Sudan recommends that Chinese citizens in South Sudan evacuate as soon as possible. In case of emergency, contact the embassy for help.

(V) Democratic Republic of the Congo

Armed conflicts in the east continue.From March 24 to 30, the government forces of the Democratic Republic of the Congo and the anti-government armed "M23 Movement" continued to exchange fire in multiple places in North Kivu Province, South Kivu Province and Ituri Province in the eastern part of the country, causing a large number of casualties. Among them, the Loda refugee camp in the Djugu area of Ituri Province was attacked on the 26th, resulting in 6 deaths and multiple injuries.

(VI) Sudan

Armed conflict continues.From March 24 to 30, the Sudanese Armed Forces and the Rapid Support Forces continued to engage in fierce fighting in the capital Khartoum and multiple central fronts, affecting 15 out of 18 states. This week, the Sudanese Armed Forces took full control of the capital Khartoum, regaining control of Khartoum International Airport and the headquarters of the 1st Infantry Brigade. The nearly two-year-long armed conflict has caused about 30,000 deaths and about 12.94 million displaced people in Sudan. The conflict has also led to the large-scale spread of cholera and other infectious diseases. As of March 25, the new round of cholera epidemic has caused 1,523 deaths, spreading to 88 areas in 12 states across the country, with a total of 58,263 cholera cases.


Europe and America Region

(I) United States 

4 shooting incidents leave 6 dead and 10 injured.On March 24, a shooting incident occurred at a club in Houston, Texas, USA, resulting in 6 injuries; on the same day, a masked gunman opened fire while shouting "revenge" in Los Angeles, California, and then fled in a car. There are no relevant reports on casualties for the time being; on March 26, a shooting incident occurred in Pembroke Pines, Florida, resulting in the death of 1 woman and 3 children. The gunman and the victim woman are husband and wife, and the police are investigating the cause of the incident; on March 29, a shooting incident occurred at a party in Tacoma, Washington State, causing 2 deaths and 4 injuries.

(II) Ukraine

Russia-Ukraine armed conflict continues.From March 24 to 30, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian military used high-precision weapons and drones to effectively strike targets such as infrastructure of Ukrainian military airports, production facilities of military-industrial enterprises, and drone assembly workshops. It continued to launch offensives in the Toretsk direction, western Zaporizhia, Kharkiv direction, Kupyansk and Borova directions, destroying U.S.-made M2A2 "Bradley" infantry fighting vehicles, BTR-4 armored vehicles, German-made "Leopard 2A6" main battle tanks, 2S1 "Gvozdika" self-propelled howitzers and other weapons and equipment, intercepting and shooting down multiple MiG-29 fighters, aerial bombs, rockets and nearly a thousand drones; on the Ukrainian side, the General Staff of the Ukrainian Armed Forces said that within this week, the Ukrainian military engaged with the Russian military in multiple directions and repelled Russian attacks, destroying multiple tanks, armored vehicles and 2 self-propelled howitzers, intercepting and shooting down multiple fighters and hundreds of drones.

(III) Ecuador

Multiple attacks leave 3 dead and 1 injured.On March 24, the military of Los Ríos Province, Ecuador, exchanged fire with 4 criminals in the parish of San Juan de Puebloviejo, resulting in the death of 1 criminal suspect; on March 25, a taxi in the Nuevo Pilo district of Puerto Bolívar, Machala, El Oro Province, Ecuador, was robbed by 2 robbers, and the driver was injured; on the same day, a shooting incident occurred in the 15 de Abril community of Manta, Manabí Province, Ecuador, causing 2 deaths.

(IV) Netherlands

Knife attack in Amsterdam leaves 5 injured.On March 27, a knife attack occurred near Dam Square in central Amsterdam, the Netherlands, resulting in 5 injuries, 2 of whom were seriously injured. At present, the attacker has been arrested by the police, and the motive for the attack is under investigation.

(V) Lithuania

4 U.S. soldiers missing.On March 26, 4 U.S. soldiers went missing during exercises in Lithuania. The Lithuanian Ministry of Defense said in the evening that the 4 U.S. soldiers and the vehicle they were riding in went missing during exercises at the training ground on the afternoon of the 25th. At present, the missing soldiers have not been found, and relevant investigations have been launched.

(VI) Russia

Multiple locations attacked by Ukraine.On March 24, an oil transfer station in Krasnodar Krai, Russia, was attacked by Ukrainian drones, causing no losses; on the same day, the infrastructure of Russia's State Grid Corporation in Krasnodar Krai was attacked by Ukrainian drones, resulting in a power outage of the Rostov Nuclear Power Plant - Tikhoretsk No. 2 high-voltage line; on March 26, Ukrainian drones attacked energy facilities in Crimea, Bryansk Oblast and Kursk Oblast, leading to power outages in many places.

(VII) Mexico

Bus fell off the cliff in Nuevo León leaves 12 dead and 4 injured.On March 24, a bus in Mexico fell a canyon and caught fire in Santiago, Nuevo León, northern Mexico, resulting in at least 12 deaths and 4 injuries. The cause of the accident may be a vehicle malfunction.


Maritime Security

(I) Ghana

Fishing boat attacked, 3 Chinese missing.On March 29, a fishing boat was attacked by suspected pirates in the waters near Tema Port, Ghana, resulting in the disappearance of 3 Chinese nationals, namely the captain, chief mate and 1 engineer. At present, relevant parties are searching for the missing persons, and the Ghana Navy is investigating the attack.

(II) Red Sea

Houthi rebels claim to have continuously attacked U.S. aircraft carrier.On March 26, Houthi armed spokesman Yahya Saree said that the Houthi armed navy, missile forces and drone units attacked the U.S. aircraft carrier "Harry S. Truman" and other warships in the Red Sea; on March 27, the Houthi armed forces attacked the U.S. "Harry S. Truman" aircraft carrier formation in the Red Sea again with missiles and drones. In this regard, the U.S. side has not responded.

(III) Philippines

Cable collision accident in southern waters leaves 2 dead.On March 25, a cable collision accident occurred in the waters of Masim area, Sarangani Province, southern Philippines, resulting in the death of 1 captain and 1 crew member. On that day, when a tugboat was towing a barge, a bulk carrier tried to pass between the tugboat and the barge, crushing the towing cable and causing the tugboat to capsize, with all 8 crew members falling into the water. The Philippine Coast Guard rescued 6 crew members and found 2 bodies of the victims. At present, the bulk carrier has been detained by the Coast Guard and charges have been filed against its captain.

(IV) Egypt

Red Sea governorate tourist submarine accident leaves 6 dead and 29 injured.On March 27, a tourist submarine in Egypt sank in the waters near Hurghada, Red Sea Governorate, resulting in 6 deaths and 29 injuries. The submarine, named "Sinbad", was carrying 45 tourists from different countries at the time of the incident. At present, the cause of the accident is under investigation.
