This issue summarizes the dynamics of security intelligence information in various regions around the world from September 23 to September 29, 2024. According to the security risk assessment, the security levels of various regions are as shown on the global risk map. Afghanistan, Nigeria, Myanmar, Pakistan, Ukraine, Palestine and Israel are classified as extremely high-risk areas. During this period, armed conflicts, terrorist attacks and other security incidents occurred frequently in these regions. Chinese-funded enterprises stationed abroad need to enhance their own security precautions. This information is only for internal risk assessment purposes of our company.
The Middle East region
(1) Syria
The US military base in Hasakah Province was attacked. On September 23rd, a US military base in Hasakah Province, southern Syria, was attacked by an unknown armed group. There are no reports of casualties for the time being.
Five people were killed and many injured in multiple areas due to Israeli air strikes. On September 26th, the Matraba border crossing near Lebanon in Syria was hit by an Israeli air strike, resulting in eight Syrian border workers and some transit personnel being injured. On September 27th, a military facility in the rural province of Damascus was attacked by an Israeli missile, resulting in the deaths of five Syrian military personnel and multiple injuries.
(2) Iraq
The shooting incident in Erbil Province left one dead and one injured. On September 23rd, a shooting incident occurred in the Simi Khatunawa area of Erbil Province, Iraq, resulting in one death and one injury. At present, the police are investigating this case.
Chinese-funded enterprises in the capital Baghdad were robbed. On September 25th, the headquarters of a Chinese-funded enterprise on Al-Amirat Street in Mansour District, western Baghdad, the capital of Iraq, was robbed at gunpoint by unidentified armed men. Properties worth 300 to 500 million Iraqi dinars (about 230,000 to 380,000 US dollars) and a car were seized. The local police have launched an investigation after receiving the case.
(3) Palestine and Israel
The conflict between Palestine and Israel has claimed over 41,500 lives in Palestine. As of September 29, since the outbreak of the new round of the Israeli-Palestinian conflict, the military operations of the Israeli army in the Gaza Strip have caused 41,595 deaths and 96,251 injuries among Palestinians. Among them, an air strike by the Israel Defense Forces in the southern Gaza Strip on the 26th caused 39 deaths and 86 injuries.

Many places in Israel have been attacked. On September 24th and 26th, a military base in the Haifa region of southern Israel was hit by Lebanese rockets twice. There are no reports of casualties for the time being. On September 25th, a military target in northern Israel was attacked by cruise missiles and drones of the Laq militia group "Islamic Resistance". On September 27th, military targets in the Jaffa area of Tel Aviv in central Israel were attacked by missiles and attack drones from the Houthi armed group of Yemen. The number of casualties is unknown.
(4) Lebanon
The conflict between Lebanon and Israel has resulted in 739 deaths and 2,446 injuries. This week, the conflict between Hezbollah in Lebanon and Israel escalated, causing a large number of casualties. On September 23rd, many areas in southern and eastern Lebanon were hit by large-scale attacks by Israel, resulting in 558 deaths and 1,835 injuries, including 50 children and 94 women. On September 26th, Israel launched 115 attacks in multiple regions of Lebanon, resulting in 60 deaths, including 4 Syrians, and 81 injuries. On September 27th, Israel launched an attack on the central headquarters of Hezbollah in the southern suburbs of the capital Beirut, resulting in the deaths of six people and 91 injuries, including Hezbollah leader Nasrallah and senior Iranian Islamic Revolutionary Guard Corps general Abbas Nir Furushan. On September 28th, Israel attacked the southern suburbs of Beirut, the capital of Lebanon, and the Bekaa Province in eastern Lebanon, resulting in 33 deaths and 195 injuries. Lebanese Public Health Minister Abyad said at a press conference on the 28th that since the beginning of October last year, the conflict between Lebanon and Israel has caused 1,640 deaths, 8,408 injuries and dozens of people missing in Lebanon.

(V) Yemen
The province of Sada was hit by drone strikes by the United States and the United Kingdom. On September 27th, the Houthi armed control area in Saada Province in northern Yemen was hit by two drone strikes by the US and British coalition forces. Details of the attack and casualties have not been reported yet.
53 people were killed or injured in an Israeli air strike in Hodeidah Province. On September 29th, the Hodeidah Port, Ras Isa Port and two power stations controlled by Houthi forces in Hodeidah Province, western Yemen, were hit by Israeli air strikes, resulting in the death of one port worker and three engineers at the power stations, as well as 49 others injured. At present, the rescue operation is still ongoing.
The Asia-Pacific region
(1) Pakistan
Multiple attacks have left 2 people dead, 21 injured and 8 kidnapped. On September 23rd, a car carrying border guard soldiers in the town of Haran, Balochistan Province, Pakistan, was attacked by unknown armed personnel with grenades. A grenade exploded in front of a tea stand, injuring seven passers-by. On September 25th, a police task force patrolling in the Swat region of Balochistan Province was attacked by armed men, resulting in two police officers being injured and two armed men being killed. On the same day, eight civilians were kidnapped by armed men in the Katcha area of Sikapur, Sindh Province. On September 26th, a bomb attack targeting police cars occurred in Quetta, the capital of Balochistan Province, leaving 12 people injured. On that day, a motorcycle carrying explosives by the roadside was remotely detonated when a police car passed by, resulting in injuries to one police officer, one police car driver and ten passers-by. So far, no organization or individual has claimed responsibility for this attack.
Two people were killed and five injured in a firefight in Balochistan Province. On September 23rd, the "Peace Militia" supported by the Pakistani government forces exchanged fire with armed militants near the border between the Balkhan and Darabugti districts of Balochistan Province, resulting in the deaths of two members of the militia organization and five others injured. On that day, armed men destroyed the mobile communication signal towers in the border area. The "Peace Militia" pursued the attackers and exchanged fire with the armed men.
(2) Australia
Two attacks resulted in one death and one injury. On September 23rd, a knife attack occurred in the center of Sydney, Australia, resulting in the death of one man. The police said that the attack was a targeted one and that search and arrest operations had been launched in the area where the incident occurred. On September 24th, a knife attack occurred in a shopping mall in Melbourne, leaving one teenager injured. At present, the suspect is at large.

A Chinese enterprise in the Dhaka Special Zone was hit, leaving 15 people injured. On September 24th, a Chinese-funded battery factory in Lakshmankhola District, Narayangangje District, Dhaka Prefecture, Bangladesh, was protested by local residents due to environmental pollution issues. During this period, some protesters damaged the factory gate, motorcycles and other items, causing at least 15 people to be injured, including two Chinese citizens. At present, the military and the police have intervened and the situation has been brought under control.
(4) Azerbaijan and Armenia
The death toll from dengue fever has exceeded 120. On September 19th, data released by the General Directorate of Health Services of Bangladesh showed that since the beginning of this year, the country has reported a total of 21,966 confirmed cases of dengue fever and 122 deaths. Dengue fever is an acute infectious disease caused by the dengue virus, mainly transmitted by mosquitoes. Its typical symptoms include persistent fever, headache, muscle pain, joint pain, etc. In severe cases, it can be fatal.
The African region
(1) Nigeria
Two attacks resulted in two deaths and two injuries. According to the monitoring report of the security officer of Hanwei International stationed in West Africa and media reports, on September 24th, the Nigerian government forces were ambushed by bandits in Zamfarah State, resulting in the death of one soldier and two injuries. On September 26th, a car was attacked by unknown armed men in Ado Ekiti, the capital of Ekiti State, resulting in one death and five people being kidnapped.
(2) South Africa
The shooting incident in the Eastern Cape Province left 17 people dead and 1 injured. On September 27th, a shooting incident occurred in the village of Ngobozana, Lucikiki Town, Eastern Cape Province, South Africa, resulting in 17 deaths and 1 person seriously injured. At present, the attacker is at large. The police have dispatched forensic experts and detective teams to the scene of the incident to collect evidence and launch a large-scale manhunt in the incident area.
(3) Democratic Republic of the Congo
An attack on a village in Ituri Province has left two people dead and many others missing. On September 24th, a village in the eastern part of Ituri Province, the Democratic Republic of the Congo, was attacked by anti-government militants, resulting in two deaths and many people missing.
Two Chinese citizens were kidnapped after a vehicle of a Chinese enterprise was attacked in Tanganyika Province. On September 23rd, a vehicle of a Chinese enterprise in Tanganyika Province, the Democratic Republic of the Congo, was ambushed by unidentified armed men, resulting in the deaths of two Congolese government soldiers, injuries to one driver, and the kidnapping of two Chinese citizens in the vehicle. (4) Zimbabwe
Two robbery cases targeting Chinese expatriates occurred in Harare City. On September 26th, two robbery cases targeting Chinese expatriates occurred in Harare, the capital of Zimbabwe. Among them, one incident occurred within the compound of a Chinese mining company in the Avondale district of Harare. On that day, seven masked robbers armed with knives forcibly broke into the company and controlled several Chinese citizens with ropes. When the robbers were searching the room, the police arrived at the scene and the robbers fled. Another incident occurred inside a Chinese restaurant in the Mount Pleasan district of the city. A car of a Chinese compatriver was robbed by several robbers. The car was smashed and valuable items such as passports, cash and laptops inside were snatched away. At present, the police have retrieved the passport, but items such as the computer and cash have not yet been recovered.
(V) Sudan
Armed conflicts continue in many places. From September 23rd to September 29th, the Sudanese Armed Forces and the Rapid Support Force continued to engage in battles in the capital Khartoum, North Khartoum, Omdurman and many other places in the central and western regions. At present, the Darfur region in western Sudan is one of the battlefields where the conflict between the two sides is most intense. Among them, in Nyala, the capital of South Darfur, the conflicting sides engaged in a fierce battle over Nyala International Airport, causing severe damage to the airport runway, terminal building, control tower and airport office building. On the 27th, the Sudan Rapid Support Force shelled a market in Fahir, the capital of North Darfur State, resulting in 8 deaths and 95 injuries. In addition, on September 24th, the World Health Organization issued a statement saying that since the outbreak of armed conflict in Sudan, the organization has recorded 108 violent attacks on medical institutions, medical workers and patients. Among them, the majority occurred in the capital Khartoum, the central Jezila state, and the western regions with severe conflicts such as Darfur and Kordofan. Between 70% and 80% of medical institutions in the above-mentioned areas have ceased services, while about 45% of medical institutions in other areas have been damaged. At present, millions of Sudanese are experiencing the world's most severe humanitarian disaster.

(6) Somalia
Two bomb attacks killed six people and injured ten. On September 28th, an explosion occurred in the Central Shabelle area of Mogadishu, the capital of Somalia, resulting in 6 deaths and 10 injuries. In Mogadishu, a car carrying a bomb was detonated near the National Theatre, killing five people and injuring seven others. The explosion in the Central Shabelle area occurred at a livestock market, resulting in one death and three injuries. So far, no organization has claimed responsibility for these two explosions.
Europe and America
(1) The United States
Six people were injured in a bombing attack at a California court. On September 25th, a man in the United States detonated an explosive device in the Santa Barbara County Court in central California, injuring at least six people. At present, the suspect is detained, the Santa Maria City Hall near the court has been closed, and the police are conducting an investigation into the incident.
Harris' campaign office in Arizona was damaged. On September 23rd, the office of the campaign team of US Vice President and Democratic presidential candidate Harris in Arizona was shot and its doors and Windows were damaged. This is the second vandalism incident that has occurred in this office in recent weeks.
(2) Ukraine
The armed conflict between Russia and Ukraine continues. From September 23rd to September 29th, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian army carried out 33 strikes using high-precision weapons such as the "Kinzhal" hypersonic missile and attack drones, hitting Ukrainian military industrial enterprises and energy facilities that support their operation, military airport infrastructure, and military trains equipped with Western weapons and equipment. On the same day, a criminal in Sukre District, Manabi Province, entered a school with a gun in an attempt to rob and was arrested by the police. On September 27th, an explosion and fire broke out at a gas station in the suburbs of Makhachkala, the capital of the Republic of Dagestan, Russia, resulting in 12 deaths, including two children, and 21 injuries. The explosion also led to the destruction of the gas station building and severe damage to several vehicles and power supply facilities. At present, the cause of the explosion and related circumstances are under investigation.

(1) Red Sea
Yemen's Houthi forces said they attacked three US warships.
