This issue summarizes the security intelligence dynamics across various global regions from November 18 to 24, 2024. According to security risk assessments, the security levels of these regions are as shown on the global risk map, with Afghanistan, Nigeria, Myanmar, Pakistan, Ukraine, Palestine, and Israel being extremely high-risk areas. During this period, frequent security incidents such as armed conflicts and terrorist attacks occurred in these regions, requiring overseas Chinese enterprises to enhance their security precautions. Middle East Region

(1) Syria

Israeli airstrike in Homs Province kills 36 and injures 50.On November 20, multiple areas in Palmyra City, Homs Province, central Syria, were targeted by Israeli airstrikes, resulting in 36 deaths, over 50 injuries, and damage to several buildings. Since the outbreak of the Syrian civil war in 2011, Israel has repeatedly conducted airstrikes on targets within Syria, citing the need to strike Iranian military facilities. After the escalation of the Israeli-Palestinian conflict in October last year, Israel's attacks on Syrian targets have become more frequent.

(2) Iraq

Roadside bomb attack in Salahuddin Province kills 3 and injures 3.On November 18, media reported that a roadside bomb attack occurred on the 17th in northern Iraq's Salahuddin Province, killing 3 and injuring 3. A joint patrol consisting of Iraqi army members and Kurdish Peshmerga forces triggered the roadside bomb while traveling through the eastern part of the province, resulting in the deaths of 3 Peshmerga members and injuries to 3 Iraqi soldiers. Police stated that the explosive device had been planted in advance by militants of the extremist group "Islamic State."

(3) Palestine and Israel

Israeli-Palestinian conflict has killed over 44,000 Palestinians.From November 18 to 24, the Israeli Defense Forces continued airstrikes on central and southern Gaza, causing significant Palestinian casualties. As of November 21, the renewed Israeli-Palestinian conflict has resulted in 44,056 Palestinian deaths and 104,268 injuries. Among these, Israeli airstrikes on multiple locations in southern Gaza on the 21st alone killed at least 71 Palestinians and injured 176.

Israel suffers multiple airstrikes.On November 20, the Iraqi militia group 'Islamic Resistance' issued a statement claiming that the organization had launched a drone attack on a military target in southern Israel that day. On November 21, Yemen's Houthi forces fired a ballistic missile at Israel. The missile was intercepted by Israel's air defense system, causing no casualties.

(4) Lebanon 

The Lebanon-Israel conflict continues.From November 18 to 24, Hezbollah and the Israeli Defense Forces engaged in ongoing clashes in multiple areas across southern and eastern Lebanon. During the week, Hezbollah continued to launch rocket and artillery attacks on northern Israeli border cities and the suburbs of Tel Aviv. On the Israeli side, military aircraft persistently carried out missile and rocket strikes on Beirut, the capital of Lebanon, and new areas in the south, resulting in significant casualties. Notably, on November 20, Israeli forces conducted continuous bombings in the central area of Beirut, killing 25 people and injuring 121. According to statistics released by Lebanon's Ministry of Public Health on November 22, the conflict between Hezbollah and Israel since early October last year has caused 3,645 deaths and 15,297 injuries in Lebanon. James Elder, a spokesperson for UNICEF, recently stated that over 200 children had been killed in Israeli airstrikes in Lebanon within two months.

(5) Yemen 

Sana'a holds activities in solidarity with Palestine and Lebanon. On November 22, a demonstration in solidarity with Palestine and Lebanon was held in Sana'a, Yemen. Hundreds of citizens gathered in the central square that day, holding banners and chanting slogans to express support for Palestine and Lebanon. Meanwhile, Yemen's Minister of Culture and Tourism, Ali Al-Afy, stated that as long as the fighting in Gaza continues, the Houthi forces in Yemen will continue to attack U.S. and Israeli ships in the Red Sea.

 

Asia-Pacific Region

(1) Afghanistan

Shooting incident in Baghlan Province leaves 10 dead.On November 22, a shooting incident occurred in northern Afghanistan's Baghlan Province, resulting in 10 deaths. Police reported that unidentified armed individuals opened fire on civilians in the Nahrin district of the province that night. No group or individual has claimed responsibility for the attack so far. Several suspects have been arrested, and the incident is under investigation.

Chinese Embassy in Afghanistan issues safety reminder.On November 21, the Chinese Embassy in Afghanistan issued a security reminder, stating that the security situation in Afghanistan has recently been severe and complex, with frequent security incidents in multiple areas and recurring natural disasters such as earthquakes and floods. Chinese citizens are once again advised to refrain from traveling to Afghanistan for the time being. Chinese citizens and enterprises already in the country are urged to enhance security precautions to ensure personal and property safety. In case of any abnormalities or emergencies, please report to the local authorities promptly and contact the Chinese Embassy in Afghanistan.

(2) Pakistan

Two attacks in Khyber Pakhtunkhwa result in 50 deaths and 20 injuries.On November 19, a security checkpoint in Bannu, Khyber Pakhtunkhwa, northwestern Pakistan, was attacked by armed militants, resulting in the deaths of 12 military and police personnel. Pakistani security forces retaliated, killing at least six militants. On November 21 and 22, violent attacks occurred in Kurram, Khyber Pakhtunkhwa, killing at least 38 people, including women and children, and injuring 20. On the same day, three buses in Kurram were intercepted and shot at by unidentified armed militants, causing numerous casualties. On the evening of the 22nd, local markets were set on fire, and gunfire erupted in several villages, damaging shops and houses. As a result, shops and all educational institutions were closed. No group or individual has yet claimed responsibility for the attacks.

(3) Tajikistan

Attack on gold mining camp in Khatlon results in 1 Chinese death and 4 injuries.On November 18, a gold mining camp near the Afghan border in the Shamsiddin Shohin district of Khatlon, Tajikistan, was attacked by Afghan armed personnel crossing the border, resulting in the death of one Chinese citizen and injuries to four others, along with one local resident. This marks the first time in recent years that Chinese citizens have been killed or injured in an attack in Tajikistan. It is reported that the company operating the camp had just been registered, and the Chinese citizens were conducting exploration work at the time of the incident. The Chinese Embassy in Tajikistan has urgently consulted with local authorities to apprehend the attackers as soon as possible.

(4) Philippines

Typhoons cause 9 deaths and 16 injuries.On November 19, the Philippine National Disaster Risk Reduction and Management Council reported that Typhoons "Toraji," "Tembin," and "Usagi" have successively struck the Philippines, resulting in 9 deaths, 16 injuries, 3 missing persons, and affecting 2.82 million people. The typhoons also destroyed 21,000 houses, damaged 488 hectares of farmland, and severely damaged 96 infrastructure sites. Currently, 694 towns in the Philippines have declared work suspensions, 443 towns have suspended classes, 41 towns have lost communication, and 20 towns are in a state of disaster.

Africa Region

(1) Nigeria

Ondo State takes measures to prevent violent incidents.According to the monitoring report from Hanwei International's security officer in West Africa, on November 17, Nigeria's Independent National Electoral Commission (INEC) announced that the candidate of the All Progressives Congress (APC) had won the Ondo State gubernatorial election. Following the announcement, the People's Democratic Party rejected the election results, claiming the election was marred by thuggery, vote-buying, and other irregularities. Consequently, the security situation in the region may further deteriorate in the near future. Chinese enterprises and individuals in Ondo State are advised to remain vigilant and closely monitor potential political violence arising from the election outcome.

Security forces attacked, leaving multiple injured.On November 20, Nigerian security personnel monitoring power grid facilities were ambushed by approximately 200 armed militants from the Boko Haram group during a patrol mission, resulting in multiple injuries and 7 missing. Subsequently, security forces engaged in a firefight with the militants, killing at least 50 of them. 

(II) Niger

Government military camp attacked, leaving 2 dead and 2 injured.On November 19, a government military camp in the Dosso Region of southwestern Niger, near the Nigerian border, was attacked by armed assailants, resulting in the deaths of 2 soldiers and injuries to 2 others.

Attack on Kandadji Hydropower Project in Tillabéri Region leaves 3 dead and 3 injured.On November 19, the construction site of the Kandadji Hydropower Project in the Tillabéri Region of western Niger was attacked by unidentified armed individuals, leaving 3 dead and 3 injured. That day, over a dozen armed militants drove into the site and opened fire indiscriminately. Nigerien government forces deployed nearby pursued and killed all the attackers. Authorities stated the assailants were members of the extremist group Islamic State in the Greater Sahara (EIGS). In response, the Chinese Embassy in Niger advised Chinese citizens to avoid traveling to the Tillabéri, Diffa, and Tahoua Regions of Niger and to exercise caution in other parts of the country. Those already in the area are urged to enhance security measures to ensure personal and property safety.

(III) Somalia

Two attacks leave 4 dead and 4 injured.On November 20, a truck in Somalia was hit by a landmine in the Lower Shabelle Region in the southeast, killing 4 and injuring 2. On November 21, government forces in the capital Mogadishu were targeted in a bomb attack, leaving 2 injured.

(IV) Democratic Republic of the Congo

The Chinese Embassy in the Democratic Republic of the Congo issues a security alert.On November 20, the Chinese Embassy in the Democratic Republic of the Congo (DRC) issued a safety reminder. Currently, the security situation in many parts of the DRC is severe and complex, with frequent armed attacks, robberies, and high incidence of infectious diseases. Therefore, Chinese citizens in the DRC are advised not to travel to high-risk areas such as Ituri, North Kivu, South Kivu, and Haut-Uele provinces. Those still in these areas, including Chinese citizens and enterprises, are urged to evacuate or relocate to safer zones as soon as possible. Non-essential travel to nine other provinces—Lualaba, Haut-Katanga, Bas-Uele, Tanganyika, Maniema, Sankuru, Lomami, and Haut-Lomami—should also be avoided.

(5) Sudan

Conflict continues.From November 18 to 24, fierce clashes persisted between the Sudanese Armed Forces and the Rapid Support Forces in areas around the capital Khartoum, the western city of Omdurman, and multiple fronts in central Sudan. On November 21, the Sudanese Armed Forces regained control of Sinja, the capital of Sennar State in central Sudan. According to statistics, the ongoing armed conflict, which has lasted over a year, has resulted in approximately 27,100 deaths and displaced more than 11.8 million people.

 

Europe and the Americas

(1) United States 

Knife attacks in New York leave 2 dead and 1 injured.On November 18, three separate knife attacks occurred in Manhattan, New York City, resulting in 2 deaths and 1 injury. Preliminary investigations indicate that all three attacks were carried out by the same individual, who had no prior connection to the victims. The suspect has been arrested by the police.

Two shootings leave 2 dead and 9 injured.On November 18, two shootings took place in New Orleans, Louisiana, causing 2 deaths and 9 injuries. The police are currently conducting related investigations.

(2) Ukraine

Russia-Ukraine conflict continuesFrom November 18 to 24, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a combat report stating that over the past week, Russian forces have taken control of several settlements and launched cluster strikes using precision weapons on Ukrainian military-industrial enterprises, energy facilities, military airfields, and other targets. Russian forces also destroyed dozens of Ukrainian armored vehicles, artillery pieces, and other equipment across multiple fronts, intercepting two British-made "Storm Shadow" cruise missiles, six American-made "HIMARS" rockets, and multiple aerial bombs and drones. Meanwhile, strikes against Ukrainian forces continued in the Kursk region. For the first time, a new medium-range hypersonic missile codenamed "Hazel" was launched at a Ukrainian military-industrial enterprise. On the Ukrainian side, the General Staff of the Armed Forces of Ukraine recently reported that during the week, Ukrainian forces struck several key Russian targets, destroying multiple tanks, armored combat vehicles, artillery pieces, and drones. For the first time, six American-made Army Tactical Missile System (ATACMS) missiles were used to attack a military facility in Russia's Bryansk region. In the Kupiansk, Pokrovsk, and Kurakhove directions, Ukrainian forces repelled multiple Russian offensives. Ukrainian operations continued in the Kursk direction, with forces maintaining defensive lines and engaging Russian troops on multiple fronts. Additionally, after negotiations between Russia and Ukraine, 46 residents of the Kursk region, including 12 children, returned to Russia on the 22nd. They had been taken away during an attack on the Kursk region by Ukraine in August of this year.

(3) Ecuador

Shooting in Guayaquil leaves 1 dead.On November 21, a prison security officer in Guayaquil, Ecuador, was shot and killed on the Narcisa de Jesús highway in Brisas del Río. The identity of the attacker remains unknown, and police are investigating.

(4) Haiti

Gang violence in Port-au-Prince leaves 150 dead and 92 injured.From November 17 to 23, multiple gang violence incidents occurred in Port-au-Prince, Haiti, resulting in 150 deaths, 92 injuries, and approximately 20,000 people forced to flee their homes. According to UN statistics, since the beginning of this year, gang violence in Haiti has claimed 4,544 lives, injured 2,060, and displaced over 580,000 people.

(5) Russia

Shooting in Kamensk-Uralsky injures 2.On November 21, a shooting occurred at a shopping center in Kamensk-Uralsky, Russia, injuring two people. The gunman remains at large, and police have launched an investigation into the case.

Military facility in Bryansk Oblast attacked by Ukrainian forces.On November 19, a military facility in Bryansk Oblast, Russia, was hit for the first time by six U.S.-made ATACMS missiles launched by Ukrainian forces. Russian forces intercepted five of the missiles using S-400 and Pantsir air defense systems, while one struck the target, causing a large fire. Additionally, Russian air defenses shot down 23 Ukrainian drones over Bryansk, Kaluga, and Kursk Oblasts.

 

Maritime Security

(1) Red Sea

Turkish cargo ship attacked by Houthis.On November 18, a Panama-flagged Turkish cargo ship, the MV Anadolu S, was hit by a Houthi missile approximately 48 kilometers west of Al-Mukha, Yemen, in the southern Red Sea. No casualties were reported. The Turkish Foreign Ministry condemned the attack, stating that necessary measures were being taken to prevent similar incidents. Houthi spokesperson Yahya Sarea claimed the ship ignored their warnings and violated a navigation ban.

(2) India

Submarine collides with fishing boat off west coast, leaving two missing.On November 22, an Indian Navy submarine collided with a fishing boat off the country's west coast, causing 13 people to fall overboard. Eleven were rescued, while two remain missing. The cause of the accident is under investigation.

(3) Japan

Ship collision near Kobe Port leaves one dead.On November 23, a ship collision occurred near Kobe Port, Japan, resulting in four people falling into the water. Two were rescued, one died, and one remains missing.
