This issue summarizes the dynamics of security intelligence information in various regions around the world from February 17th to 23rd, 2025. According to the security risk assessment, the security levels of various regions are as shown on the global risk map. Afghanistan, Syria, Myanmar, Pakistan, Nigeria, Sudan, Ukraine, Palestine, Israel and other regions are classified as extremely high-risk areas. During this period, armed conflicts, terrorist attacks and other security incidents occurred frequently in these regions. Chinese-funded enterprises stationed abroad need to enhance their own security precautions. This information is only for internal risk assessment purposes of our company.
The Middle East region
(1) Syria
The province of Homs was hit by an Israeli air strike. On February 21st, the western countryside of Homs Province in Syria was hit by an Israeli air strike, causing damage to some buildings and vehicles. There are no reports of casualties for the time being.
(2) Palestine and Israel
The conflict between Palestine and Israel has claimed 48,300 lives in Palestine. On February 20th, the health department of the Gaza Strip issued a statement saying that the military operation of the Israeli army in the Gaza Strip over the past 24 hours has caused 22 deaths and 16 injuries among Palestinians. Among them, on February 21, the Israeli army attacked the Jenin refugee camp in the West Bank and the southern part of Hebron, resulting in the deaths of two Palestinian children. As of February 20th, the new round of the Israeli-Palestinian conflict has led to 48,319 Palestinians' deaths and 111,749 injuries.

Several buses exploded in the city of Batyam. On February 20th, a bus explosion occurred in Batyam, a city in central Israel, but no casualties were reported. That night, three buses parked in the Batyam warehouse exploded, and the police also found explosive devices on two other buses. At present, the Israeli police are hunting for suspects and public transportation across the country has been suspended.
(3) Turkey
One suspect of a terrorist attack has been arrested. On February 20th, Turkish police arrested a suspect of an extremist organization attempting to launch a terrorist attack in the capital Istanbul. Police investigations revealed that the suspect had close ties with the extremist group "Islamic State" and was planning a terrorist attack in the city when he was arrested.
(4) Lebanon
Many people were injured in an Israeli air strike on the border between Lebanon and Syria. On February 21st, the U-based Syrian Observatory for Human Rights said that an Israeli air strike hit a border crossing in the Lebanon-Syria border town of Wadi Khalid, causing multiple injuries. In response, the Israeli military claimed that Hezbollah in Lebanon "attempted to use these border crossings to smuggl weapons into Lebanon."
On February 22nd, a bomb explosion occurred at the headquarters of the Housing Foundation in Chabahar, Iran, causing damage to parts of the building. So far, there have been no casualties. After the incident, the terrorist organization "Justice Army" claimed responsibility for the explosion.

The Asia-Pacific region
(1) Afghanistan
A traffic accident in Chabur Province has resulted in 7 deaths and 3 injuries. On February 19th, a tractor collided with a car in Karat, the capital city of Chabur Province, Afghanistan, resulting in 7 deaths and 3 injuries.
(2) Pakistan
Seven people were killed in an armed attack in Balochistan Province. On February 19th, an armed attack occurred in Balochistan Province in southwestern Pakistan, resulting in at least seven deaths. That night, 11 armed men stopped a bus on a highway in the Balkan area of the province. After verifying the identities of the passengers, they took seven of them to a nearby mountain and shot them dead.
(3) Myanmar
The Consulate General of the People's Republic of China in Mandalay, Myanmar, has issued a safety reminder. On February 18th, the Consulate General of the People's Republic of China in Mandalay, Myanmar, issued a security notice stating that recently, a Chinese citizen was robbed in a house in the Mandalay area of Myanmar and was seriously injured. In this regard, the Consulate General reminds Chinese citizens in northern Myanmar to enhance their safety precautions, closely monitor the security situation and public security environment around them, strengthen preventive measures, avoid showing off wealth, and in case of emergencies such as theft, robbery or kidnapping, do not have direct conflicts with lawbreakers. (4) The Philippines
The number of dengue fever cases has risen sharply. On February 21, the Department of Health of the Philippines reported that from January 1 to February 15 this year, a total of 43,732 cases of dengue fever had been reported in the Philippines, an increase of 56% compared with the same period last year. Among them, the infection rates of people aged 10 to 14 and 5 to 9 were the highest. Due to the recent surge in cases, Quezon City in the Manila region, the capital of the Philippines, declared a dengue fever outbreak on February 15. Dengue fever is an acute infectious disease caused by the dengue virus, mainly transmitted by mosquitoes. Its typical symptoms include fever, headache, muscle pain, joint pain, etc. In severe cases, it can lead to death.
The African region
(1) Nigeria
Chinese enterprises in Enugu Oblast were attacked. On February 17th, media reports said that the construction site of a Chinese-funded enterprise near Ebe Village in the Udi Local Government District of Enugu State in southern Nigeria was attacked by armed bandits on the 16th. Thanks to the timely police report by the enterprise personnel, the bandits fled the scene after the police arrived, causing no casualties or property damage.
Six people were killed in a mistaken bombing by a military aircraft in Katzina State. On February 18th, a military accidental injury incident occurred in the Yani community of the Zaka District in the Safana Local Government District of Kazina State, resulting in six deaths. On that day, a conflict broke out between security forces and bandits. A military fighter jet that came to reinforce mistakenly dropped a bomb on the Yani community in the south of the village of Zaka, resulting in civilian casualties.
(2) Benin
23 people were killed in an attack in Aripoli Province. On February 17th, media reports said that a military contact point in Baniquala City, Aripoli Province, northern Benin was attacked by armed forces on the 16th, resulting in the deaths of six soldiers and many others missing. After being attacked, the military launched a counterattack and 17 attackers were killed. So far, no organization or individual has claimed responsibility for this attack.
(3) Democratic Republic of the Congo
Armed conflicts continue in the east. From February 17th to 23rd, the government forces of the Democratic Republic of the Congo and the anti-government armed group "M23 Movement" engaged in continuous exchanges of fire in many areas of North Kivu and South Kivu provinces in the eastern part of the country, causing a large number of casualties and displacing nearly 500,000 people. At present, the anti-government armed group "M23 Movement" has captured several important cities. In addition, the Burundian troops on peacekeeping missions in South Kivu Province of the Democratic Republic of the Congo withdrew from the country on the 18th.
A ship capsized in North Kivu Province, killing 22 people. On February 19th, a vessel carrying dozens of refugees capsized in Lake Edward, North Kivu Province, the Democratic Republic of the Congo, resulting in 22 deaths. At the time of the incident, the ship was sailing from the south shore of Lake Edward towards Virunga National Park on the north shore. Most of the victims were civilians who were forced to leave their homes.
(4) Somalia
The military base in Shabelle State was attacked. On February 20th, a military base in Central Shabelle State, Somalia, was attacked by Al-Shabaab, resulting in casualties. The exact number is unknown.
(V) Sudan
Armed conflicts continue. From February 17th to 23rd, the Sudanese armed forces and the Rapid Support Force continued to engage in ongoing exchanges of fire in the capital Khartoum and on multiple fronts in central Sudan. Among them, the Sudan Rapid Support Force launched attacks on multiple villages in the central White Nile State of the country from the 18th to the 20th, resulting in 433 civilian deaths. At present, the conflict has caused about 29,700 deaths in Sudan, displaced over 12.42 million people and put 638,000 people in a state of disaster-level food insecurity.
(6) Ghana
The cholera epidemic has claimed 49 lives. On February 18th, statistics from the Ministry of Health of Ghana showed that as of February 16th, the country had reported 719 confirmed cases of cholera and 49 deaths. Cholera is an acute intestinal infectious disease caused by Vibrio cholerae, mainly transmitted through unclean water sources and food. Its symptoms include vomiting, diarrhea and high fever, etc. Severe cases and delayed treatment can lead to death.
Europe and America
(1) The United States
Three shooting incidents resulted in four deaths and many injuries. On February 18th, a shooting incident occurred in Tampa, Florida, USA, resulting in one man's death and two others injured. The attacker is at large. On February 21st, a shooting incident occurred outside a driver's license office in Louisville, Kentucky, USA, resulting in three deaths. On February 22nd, a shooting incident occurred at a hospital in York County, Pennsylvania, leaving multiple people injured and the gunman dead.

(2) Ukraine
The armed conflict between Russia and Ukraine continues. From February 17th to 23rd, Russia's special military operation in Ukraine continued. The Russian Ministry of Defense recently released a battle report stating that in the past week, the Russian armed forces have carried out 11 cluster strikes on targets such as Ukraine's gas facilities, military airports and port infrastructure, and drone production workshops using land-based, air-based and sea-based high-precision long-range weapons and attack drones. It destroyed multiple personnel assembly points, ammunition depots, electronic warfare base stations and other targets of the Ukrainian army, and intercepted 36 US-made "Himars" rockets and one modified and upgraded "Neptune" missile. Six Ukrainian mig-29 fighter jets and hundreds of drones were shot down. Control seven settlements located in the Donetsk, Kharkiv and Kursk regions. In Kursk Oblast, the Russian army reclaimed over 800 square kilometers of land, accounting for 64% of the area controlled by the Ukrainian side in the oblast. At present, the Russian army is steadily advancing along the front line in the region. On the Ukrainian side, the General Staff of the Armed Forces of Ukraine released a battle report stating that within this week, the Ukrainian army has blocked the advance of the Russian army in multiple directions including Kharkiv and Pokrovsk and launched multiple attacks. The Ukrainian Air Force and missile forces attacked multiple areas where Russian personnel, weapons and military equipment were concentrated, command posts, electronic warfare facilities and artillery systems. In the Kursk region, the Ukrainian army is still holding its defense line and has thwarted the attempts of Russian reconnaissance forces to enter Ukrainian territory.
(3) Brazil
The shooting incident in Pernambuco state has left six people dead. On February 18th, a shooting incident occurred in Pernambuco State in northeastern Brazil, resulting in six deaths. Details of the incident have not been reported yet.
(4) Colombia
An explosion attack in Puerto Rico left one dead and seven injured. On February 19th, a bomb attack occurred in the SAN Bellaldo district of Bogota, the capital of Colombia, resulting in one death and seven injuries. So far, no organization or individual has claimed responsibility for this attack.
(V) Ecuador
Fourteen people were killed in multiple conflicts in Guayaquil. On February 17th, media reports said that multiple conflicts between criminal groups occurred in Guayaquil, a port city in southwestern Ecuador, on the 16th, resulting in a total of 14 deaths. The police said that nearly 10 criminal gangs engaged in armed exchanges of fire while seizing territory and drug delivery routes on that day, resulting in multiple casualties.
(6) Morocco
Foiled multiple terrorist attack plots. On February 19th, Morocco's counter-terrorism department foelled multiple terrorist attack schemes in Casablanca, Darbeida Province, Fez and Tangier provinces and other places, captured 12 terrorists and seized some weapons and improvised explosive devices.
(7) Czech Republic
Two people were killed in a knife attack in the city of Herradz-Kraloway. On February 20th, a knife attack occurred at a shopping mall in the eastern Czech Republic's city of Hradatz-Kraloway, resulting in two deaths. On that day, a man attacked two women with a knife and was later arrested by the police. At present, the motive for the crime remains unclear.
(8) Brazil
Four people were injured in a gun battle in Rio de Janeiro. On February 18th, a gun battle broke out near Costa Barros Station in the northern part of Rio de Janeiro, Rio de Janeiro State, Brazil, leaving four people injured. On that day, when military and police officers on patrol spotted a suspicious vehicle and approached to question it, they were shot by the other party. In the exchange of fire between the two sides, one police officer, two civilians and one suspect were injured.
(9) France
A knife attack in the city of Mulhouse resulted in one death and multiple injuries. On February 22nd, a knife attack occurred in the city of Mulhouse in the Rhin department of eastern France, resulting in one death and multiple injuries, including police officers. That afternoon, a man armed with a knife shouted religious slogans near a market and continued to attack passers-by. The attacker was subsequently arrested by law enforcement. It is learned that the suspect had previously been placed on the "Extremist Personnel Watch List".

Maritime safety
(1) Panama
One person died when a ship sank in the northeastern sea area. On February 21st, a vessel carrying 19 passengers sank in the waters near the northeastern part of Panama, resulting in the death of an 8-year-old Venezuelan girl. At the time of the incident, the sea was rough with strong winds and waves. The ship's operator ignored the warnings and continued to move forward, causing the ship to sink.
